Tech Center Maintenance (TCM) operates and maintains a variety of utility assets for the growing Meridian Metropolitan District and other special districts in Colorado that include water, wastewater, reclaimed irrigation and fiber network utilities. TCM is committed to using all of our water resources as efficiently as possible. In addition, TCM provides full-scale landscape maintenance services for various commercial properties in the general vicinity of the Denver Technological Center and Meridian International Business Center.

Job Scope

The Utility Control Systems Manager is a self-motivated manager actively engaged in development of their SCADA & Operations Intelligence capabilities as it relates to these utility operations in the following areas of TCM’s Operations systems:

  • SCADA (Supervisory Control and Data Acquisition) network
  • Fiber network maintenance, management & buildout
  • Utility GIS (Geospatial Information System)
  • Asset management software
  • Customer metering software (Sensus)

This position requires the Utility Control Systems Manager to be available for 24-hour-a-day scheduling for emergency responses through a rotating on-call system. The pay range for this position is $90,000 -$110,000 and the Utility Control Systems Manager is also eligible to participate in the emergency call out incentive program and discretionary annual bonus plan. Manage and maintain SCADA networks that control water, wastewater and reclaimed irrigation systems, including these main components:

3 Water Treatment & pumping Facilities

1 Wastewater Treatment Plant

Irrigation pumping facilities

Raw water supply wells

Interconnections

Sanitary Sewer lift stations

Manage PLC performance monitoring, maintenance, and upgrades.

Complete SCADA Historian maintenance and upkeep.

Conduct SCADA data analysis for operations support and SCADA related software interface.

Oversee PLC communications between sites.

Manage SCADA related capital improvements and collaborate with design consultants.

Research, propose and implement value added upgrades.

Respond to emergency callouts through a rotating on-call system that includes water treatment and distribution system licensed operators.

Maintain all required records related to the utility data systems.

Prepare daily, weekly, monthly, and annual data reports to support operational decision making and recommend operational improvements.

Perform work in confined spaces when needed to access control system and electrical components.

Assist in development of ArcGIS asset management and work order systems.

Successfully manage integration of customer meter reading data and software into existing Enterprise systems.

Develop new capital project scopes and support approved project procurement and management activities for projects related to all operations systems.

Possess curiosity and a drive to improve TCM’s business intelligence support systems and a background or specialty in one or more of the above-mentioned systems.

Technical/Professional Knowledge (Knowledge/Skills, Education, and Experience)

High school diploma or GED equivalent required with associates or bachelor’s degree in Electrical Engineering, Instrumentation Control, or related field, preferred.

Must possess and maintain a valid CO driver’s license with clean driving record.

Experience using field instrumentation and calibration equipment.

Certified Control System Technician (CCST) licensure through the International Society of Automation (ISA).

Ability to independently troubleshoot short- and medium-term complications in SCADA system hardware and software.

Colorado Certification in one or more of the following: Water Treatment, Wastewater Treatment, Water Distribution, and/or Wastewater Collection, preferred.

The Utility Control Systems Manager will also possess and/or be actively working toward:

  • A technical and educational background in one or more of the following areas: electrical engineering; instrumentation and control systems design, development, installation, maintenance; SCADA systems and communication network architecture, ArcGIS Software.
  • Project Management experience in scoping and managing projects related to the operational systems listed above.

Work Environment

The Utility Control Systems Manager work schedule may vary. Hours are normally scheduled from 7:00 a.m. to 3:30 p.m., Monday through Friday. However, the position is required to work weekends (Sat/Sun) or late at night if there are heavy snow falls or emergencies required to meet the needs of the business and/or customers.

Work is based in an office work location with some duties performed in a field setting, on diverse grounds surrounding apartment units, office, industrial and retail space environments and occasionally performed in an office environment. With regular exposure to heavy vehicle traffic conditions, frequent street-traffic and equipment noise, working with/near moving motorized equipment and hand-tools, mechanical parts, chemicals and airborne particles. Will work in all weather conditions, with constant interruptions, risk of electrical shock and potentially explosive gases. The Systems & Controls Manager will be exposed to wet, humid conditions, extreme cold, extreme heat, and will be required to work in enclosed spaces.

Physical Requirements

While performing the duties of this job, the employee is frequently required to stand, walk, stoop, squat, kneel, crawl, and reach with hands and arms and lift objects up to 50 pounds. The employee must be proficient in speaking to customers, and have flexible and adaptable vision, including close, peripheral, depth-perception and the ability to adjust focus. Must be able to operate company vehicle during the course of duties.
