Position Overview: This is an executive role and is accountable for all aspects of pharmacy strategy, tactics, and operations for PacificSource and its subsidiary organizations consistent with the development of the Company’s strategic plans. This includes setting the strategic vision for Pharmacy Services within all Health Services functions, describing strategy and then providing direction to all pharmacy staff, and working with senior leadership throughout the organization to ensure corporate and Pharmacy Services goals are achieved. Key areas of focus for the position include benefit design, benefit administration, formulary development, contract negotiation, and vendor oversight, expansion of clinical pharmacy services, provider collaboration and member education. The position is also chiefly responsible for managing pharmacy costs, improving pharmacy related quality, reducing pharmacy operating costs and improving the health of the community. In all aspects of the position, it is the responsibility of the Vice President of Pharmacy Services to ensure compliance with all Federal, State and PacificSource policies. Growth in covered lives, assistance with sales efforts, and innovation within the pharmacy are key aspects of this role.
Essential Responsibilities:
  • Responsible to establish (with Senior Leadership Team) the overall strategy and tactics for the Company’s pharmaceutical services and platform across all lines of business in all geographies.
  • Responsible for oversight, management, development, implementation and communication of enterprise, division, and department programs.
  • Accountable for hiring, staff development, coaching, performance reviews, corrective action and termination of employees.
  • Accountable for developing and monitoring annual department budgets and IT Plan of Record (POR) requests.
  • Coordinate business activities by maintaining collaborative partnerships with key departments, especially within EMG.
  • Actively participate as a key team member in Executive Management Group (EMG) meetings.
  • Actively participate in various strategic and internal committees in order to disseminate information within the organization and represent company philosophy.
  • Responsible to provide input on companywide strategic initiatives.
  • Coordinates with other leaders within the organization on the overall approach to health services, pharmacy services, provider contracting, care management partnerships, and community health strategies.
  • Accountable for managing the Pharmacy trend, cost, and utilization.
  • Accountable for ensuring pharmacy benefit management capabilities are competitive in the marketplace and will support future growth.
  • Accountable for ensuring Pharmacy management programs are in compliance with the terms of our contracts, as well as state and federal regulations and requirements.
  • Accountable for all functions within the Clinical and Administrative Pharmacy teams across lines of business and geographies.
  • Accountable for implementing Pharmacy related Community Health Strategies.
  • Accountable for establishing programs that promote positive working relationships, innovative approaches to care and reimbursement with providers, provider organizations, and PacificSource team members.
  • Accountable to provide relevant feedback on local, state, and federal regulations that may impact Pharmacy and/or PacificSource operations.
  • Accountable for timely and accurate responses to account managers, sales, brokers, RFP team, and others that support membership growth and retention efforts.
Supporting Responsibilities:
  • Meet department and company performance and attendance expectations.
  • Follow the PacificSource privacy policy and HIPAA laws and regulations concerning confidentiality and security of protected health information.
  • Perform other duties as assigned.
SUCCESS PROFILE
Work Experience: Five years of senior managerial experience in pharmaceutical industry leadership positions. Past experience with insurance pharmacy management and strategic direction or equivalent work experience. Senior Management policy and decision-making experience, including developing and implementing management best practices is required.
Education, Certificates, Licenses: Unrestricted license to practice pharmacy by the Board of Pharmacy in states where PacificSource operates, and Doctor of Pharmacy degree required.
Knowledge: Comprehensive knowledge of business principles and techniques of administration, organization, and management to include an in-depth understanding of the key business issues that exist in the healthcare industry. Knowledge of strategic and operational planning. Healthcare economics. Personnel administration. Federal health reform laws. Financial and cost analysis.
Trends in the healthcare industry. Delivery system transformation including medical home initiatives business process improvements, analysis, and redesign. Excellent understanding of all areas of pharmaceutical treatment. Possesses the ability to foresee changes in treatment patterns and implement internal systems as needed. Excellent understanding of the insurance industry and risk factors and how they relate to the PacificSource organization. The ability to identify, create, analyze, and implement innovative cost containment procedures. Excellent negotiating skills. Remains current in the Pharmacy field. Pro-active in the application of new Pharmacy systems and procedures and able to manage the efficiency and accuracy of the Pharmacy Services staff. Knowledge of local and regional Pharmacy community and practices. Expertise in quality assurance and utilization review. Basic computer skills preferred.

Environment: Work inside in a general office setting with ergonomically configured equipment. Travel is required approximately 30% of the time.
