Summary


The Vice President, Support & Resourcing has broad authority over the entire functional group's strategy, governance, and direction. The incumbent has full and complete decision-making authority over the functional group within the organization's general policies, principles, and ultimate goals. In addition, the person in this role has the latitude to consider the organizational direction and can define policies, practices, standards and guidelines related to Support & Resourcing functions, processes and systems. This executive-level position is responsible for all aspects of Support & Resourcing activities for MTA Construction & Development. Functions as a senior advisor supporting MTA C&D Executive Team, Project and Program Executives, and Senior C&D Management of various business units.


Responsibilities


Primary responsibilities of this position include:

Provide leadership focusing on transforming administrative processes using an innovative approach to facilitate efficient and effective departmental operations and reflect full integration of all business units into unified processes.

Ensure consistent implementation of established processes throughout the department.

Lead the unit's role in oversight, facilitation, support and tracking personnel needs, requests and actions. Ensure effective coordination and liaison with C&D Operations, Delivery, Development, Contracts and Planning leadership, and business units.

Ensure collaboration with C&D business units and C&D leadership to identify resource requirements (both personnel and other than personnel), ensure appropriate allocation, and support resolution of resource needs for departmental operations. Ensure coordination of departmental budget requests with management and C&D Operations.

Ensure effective management and resolution of complex issues for high-priority contracts supporting the capital program.

Oversee provision and coordination of a broad range of administrative support functions, including but not limited to payment coordination, procurement requests, timecard/job charge management, space management, vehicle management, and equipment/supplies management.

Ensure effective coordination with related parties throughout C&D and the MTA agencies.

Oversee the development, analysis, reporting and maintenance of data and related systems required to support Support & Resourcing functional areas and departmental operations.

Ensure effective coordination and liaison with C&D leadership and the business units on issues such as human resources, labor relations, training, audit response, internal controls, etc.


Education and Experience


Bachelor’s degree in Business Administration, Public Administration, Engineering, Architecture, Computer Science, or a related field. Masters preferred.

Must have a minimum of sixteen (16) years of related experience.

Must have a minimum of ten (10) years in a managerial or supervisory role in a large, multi-faceted organization.

An equivalent combination of education and experience may be considered.

Competencies:

Extensive experience in managing a broad range of administrative functions supporting the operations of a large organization.

Significant experience in implementing MTA policies and practices related to human resources, procurement, payment processing, budget, labor relations, facilities management, timekeeping, and other administrative functions preferred.

Ability to manage complex, sensitive issues with the utmost confidentiality and judgment.

Excellent communication and interpersonal skills.

Demonstrated building relationships and working collaboratively with internal and external stakeholders at all levels.

Demonstrated ability to work in a high-profile, high-pressure environment effectively.

Must have focus and ability to deliver results, organizational effectiveness, and continuous improvement.

Must be a proven leader as a change agent and creative/innovative thinker with the ability to align organizational goals with solutions to drive process improvements.

Must possess excellent team-building, listening, problem-solving, and prioritization skills.

Demonstrated proficiency in PeopleSoft, Microsoft Office Suite (including Word, Excel, Access, PowerPoint, and Outlook), Power BI, Teams, or similar applications.


Other Information


As an MTA Construction & Development employee, you may be required to complete the New York State financial disclosure statement – annually if your position earns $105,472 (this figure is subject to change) per year if the position is designated as a policymaker.
