General Summary
Under general supervision but in compliance with Credit Union policy and procedure, supervises, coordinates, and directs the daily operations of the Card Services, ACH and Draft Operations, and eServices Programs. The ability to think strategically, analytically, stay organized in a fast-paced environment with effective written and verbal communication skills is required as this position engages with vendors, members, and employees at all levels of the credit union.

Major Duties & Responsibilities
Card Services
Coordinates and oversees day to day debit, credit, and instant issue card activities. Responsible for establishing credit and debit card processing operation efficiencies, creating best practices for card security and ensuring that card operations adhere to USSFCU’s financial and business strategies.
Maintains knowledge of and ensures compliance with Payment Card Industry Compliance (PCI) standards VISA Operating Rules and Regulations, governmental regulations, industry information, and solid knowledge of card services’ various networks and processing relationships.
Monitor loss and fraud trends and make recommendations for Card or Risk policy to minimize USSFCU’s exposure to fraud and risk.

Support Services
Coordinates and oversees day to day ACH, share draft, and wire transfer activities. Responsible for establishing and implementing efficiencies and best practices for Support Services processes and ensuring that operations adhere to USSFCU’s financial and business strategies.

Maintains knowledge of and ensures compliance with NACHA, FRB, governmental regulations, and solid knowledge of Accounting Operations’ various networks and processing relationships.

Monitor loss and fraud trends and make recommendations for Accounting Operations policy to minimize USSFCU’s exposure to fraud and risk.
E-Services
Leads the implementation and on-going management of all aspects of the Electronic Delivery Channels, including ensuring the creation and development of electronic channels, and ensuring that external and internal members receive prompt and accurate support through all channels, including eBanking, ePay, Mobile Banking, Remote Deposit and Text Message services.

Ensure EFT processes have robust internal controls, policies and procedures to support regulatory, compliance, internal and external audit and legal guidelines. Initiate corrective action, as necessary.

Ensures compliance with federal Greenbook regulations, NACHA regulations as well as applicable federal regulations (i.e. Regulation E). Partners closely with internal compliance teams to ensure EFT processing is at all times compliant with applicable regulations while weighing member/organization best interests.

Effectively remediate system failures.

Identify process improvements and implement structure and procedures to manage the organization's risk and improve EFT services for members.

Ensures EFT clearing activities and their associated reconciliations are completed daily.

Provides oversight of reconciliation and control of assigned general ledger accounts while ensuring timely resolution of suspense items.

Ensures checks and balances and other operational controls are in place for EFT transactions.

Analyzes results and trends and communicates results to department leadership.

Maintain professional expertise and understanding of Federal Reserve and payment network regulations (i.e. NACHA), technological developments in electronic digital transfer of information and security encryption.

IRA Services
Overseeing the IRA administration and reporting functions of the credit union.

Coordinates and oversees day to day IRA activities. Responsible for establishing and implementing efficiencies and best practices for the IRA processes, and ensuring that operations adhere to USFCU’s financial and business strategies.

Maintains knowledge of and ensures compliance with IRA regulations, and solid knowledge of IRA’s various networks and processing relationships.
General
Manage multiple vendor relationships professionally by holding them to Service Level Agreements (SLAs).

Participates in corporate and departmental projects and is able to meet tight timelines and objectives.

Provides analytic reporting tools such as dashboards as well as querying and organizing data from various sources such as Symitar, Visa, Jack Henry, etc.

Provides leadership to Department personnel through effective objective setting, delegation, and communication. Assists in hiring, training, coaching, and motivating team members, encompassing the entire employee lifecycle. Hold team members accountable for performance by defining clear goals, objectives, responsibilities, and priorities. Helps foster a positive and healthy work environment and develops team members for next level leadership.

Assumes leadership position in the attainment of department/organizational goals.

Complies with all applicable Rules, Regulations and Statutes of the NCUA and other appropriate governing bodies to include but not limited to: the Credit Union Bylaws, Credit Union Code of Conduct, Credit Union Employee Guidebook, Bank Secrecy/Anti-Money Laundering Act, Fair Housing Act, Fair Lending Act, and Fair Credit Reporting Act.

Ability to perform duties defined in the Credit Union Security Program.

Performs other duties as assigned.

Required Experience:

Education: *Bachelor’s degree in Accounting, Economics, Business Administration, Finance, or related field required.
Experience and Skills: At least six years of previous experience in banking / credit and debit cards required with a minimum of three years being in a supervisory role. Experience with chargeback, fraud claim, and / or dispute processing strongly preferred. Three years to five years of progressive experience in EFT delivery online mobile or digital channels preferably in the financial industry. Experience with ACH, share draft, and IRA processes and functions strongly preferred. Process improvement and project management experience required
Communication: Exceptional written and verbal communication skills required.
