Summary

Primarily responsible for developing, managing, and implementing Skagit County’s water quality monitoring programs. This work includes technical investigations on water quality projects ensuring compliance with State and federal legislation, as well as providing technical and regulatory assistance to other County departments and agencies.

- Salary upon hire is step 1 through 3 ($32.44 to $34.75per hour) for a Water Quality Analyst, dependent upon qualifications.

- Progressive increases are based upon years of service with Skagit County, up to step 10 total steps (top step $43.16). Water Quality Analyst is range 26 of salary schedule General Schedule (Non-Rep).

Essential Functions:

Develops, manages, conducts, and implements water quality monitoring programs for Skagit County.

Conducts both ambient and storm event water quality monitoring at various sites within Skagit County.

Assists other County agencies with technical and regulatory expertise on an as-needed basis, including working closely with the Pollution Identification and Correction (PIC) and stormwater programs.

Maintains and revises a data analysis and interpretation program for the County’s Water Quality Monitoring programs.

Performs statistical trends analysis of the County’s water quality data and communicates the results to the general public, elected officials, and partner agencies.

Presents to a variety of groups, committees, and citizen advisory committees on topics related to Natural Resources. Represents the County at public hearings and community meetings.

Provides presentations to the public, staff, elected officials, and other agencies on a number of technical subjects related to water quality monitoring.

Manages a database system for water quality data.

Oversees water quality data entry, organization, and the reporting and uploading to State and Federal water quality database systems including EIM, STORET/WQX.

Coordinates monitoring efforts between local communities, tribal partners, and various governmental agencies.

Establishes and implements water quality sampling protocols for Skagit County.

Prepares or oversees preparation of technical reports such as the “Skagit County Monitoring Program” annual report.

Handles other water quality and Natural Resource Division related projects as assigned.

Supervisory:

This position may be responsible for coordinating the work of assigned employees.

OTHER JOB FUNCTIONS:

Provides support to the Department of Emergency Management during emergency events.

May be tasked with performing related duties. Related duties as required are duties that may not be specifically listed in the position description, but are within the general occupational series and responsibility level typically associated with the employee’s classification of work typically associated with the employee's classification of work.

Minimum Qualifications:

Requires a Bachelor's Degree in Chemistry, Stream Ecology, Biology, Environmental Science, or a related field.

A minimum of five years of professional experience with at least two years of technical and regulatory experience in water quality monitoring or a Master’s Degree in any of the referenced fields.

Proven communication, organization, and management skills are essential.

Requires knowledge of:

  • Investigative techniques, scientific data interpretation, Pollution Identification and Corrections methods, sampling design, and statistical analysis of data.
  • Practical knowledge of applicable Federal, State, and local water quality and environmental regulations.
  • Fundamental knowledge of water-quality measurement techniques and water-quality issues.

Requires the ability to:

  • Develop and manage a statistically sound water quality monitoring program.
  • Establish and maintain good working relationships with officials, other employees, and the public.
  • Prepare comprehensive technical reports on water quality issues.
  • Perform analysis of water quality reports for applicable local and state monitoring programs.
  • Analyze and evaluate field and laboratory work and take effective action to correct problems.
  • Operate Microsoft Office software programs that include Outlook, Word, Excel, Access, PowerPoint, and MS Project.

Licenses and/or Certifications:

Valid Washington State Driver's License is required.

WORKING CONDITIONS/PHYSICAL REQUIREMENTS:

Must be able to stand or walk on uneven terrain for extended periods, climb, lift equipment or samples up to 40 pounds, and have sufficient hand-eye coordination to operate computers and sampling equipment. Work performed will be in a combination of office and field environments

Hazards:

Those present in a normal office environment and hazards likely to be encountered in rural and remote field sampling locations and those typically encountered when sampling surface water from streams and rivers.
