WORKFORCE PROGRAMS SUPERVISOR

DEPARTMENT: EDUCATION & WORKFORCE DEVELOPMENT

REPORTS TO: WORKFORCE PROGRAMS MANAGER

CLASSIFICATION: 1 (FTE), NON-EXEMPT, FULL-TIME, 40 HOURS PER WEEK, 8:30 AM - 5:00 PM MONDAY THROUGH FRIDAY, WITH SOME EVENINGS AND WEEKENDS. ELIGIBLE FOR TELECOMMUTING. LOCAL TRAVEL REQUIRED

SALARY: $54,000 - $58,000 ANNUALLY (COMMENSURATE WITH EDUCATION AND EXPERIENCE)



COVID-19 REQUIREMENTS: All employees must have completed a COVID-19 vaccine series that has been authorized by the Food and Drug Administration (FDA) or by the World Health Organization (WHO) before beginning work.

The Urban League of Portland Workforce Supervisor will be responsible for supervising a diverse workforce program that supports the empowerment and growth of Black job seekers. The position requires strong supervision skills, interpersonal, organizational, and time-management skills, knowledge of pre-apprenticeships, green careers, partnership development experience, and an interest in helping to empower Black communities. The Supervisor will provide oversight of the provisions and requirements of the funders and provide reflective supervision to direct service team and collaborate with all Urban League departments. The Supervisor assists the Workforce Programs Manager in general operations, events, budget review and quarterly data reporting. Under general supervision, is responsible for working collaboratively with the Career Connections team to plan, organize, direct and manage the day-to-day activities of developing and implementing career services programs.

DUTIES AND RESPONSIBILITIES:

  • Provide day to day supervision and training to Career Coaches.
  • Work with the Urban League Workforce Programs Manager to provide comprehensive support to Urban League staff; monitoring, overseeing, and reporting out of accountability on contracts/grants.
  • Work with and maintain relationships with internal and external service providers to ensure coordinated and streamlined services.
  • Collaborate with community resource agencies to remove barriers, provide intervention, and make referrals.
  • Act as subject-matter-expert for team and respond to questions and requests related to Employment & Training, WorkSource Information, Pre-Apprenticeships, SNAP, families engaged in DHS, Justice Involved and culturally specific engagement.
  • Work with WorkSource Liaison to ensure Urban League Career Coaches are up to date on all WorkSource Portland Metro processes.
  • Assist in reviewing rent assistance, participant support, and intake packets for participants.
  • Assist staff in creating program flyers and presentations for workshops.
  • Participate in compliance, quality assurance and quality improvement activities as directed.
  • Manage data inputs and maintain accurate records. These include reviewing case management and employment databases as well as program specific spreadsheets.
  • Promote culturally responsive mediation between community members and the social service system, the police bureau, mental health and substance use treatment programs, and other service providers.
