Description:

Provide technical support, acquisition expertise, and facilitate cross-agency (IC and DoD) working groups. This support ranges from quick turn-around, small scale tasks to longer, broader scope assessments.

Responsibilities:

  • Organizing, facilitating, and/or participating on behalf of AP&F in studies, working groups, projects, etc. that span relevant ONDI, IC, and DoD agencies (e.g. Joint Demonstration Oversight Board (JDOB), NRO Space Board, IC/DoD War Games, etc.).
  • Providing technical support and expertise to the Acquisition Group on program management topics and technical support to working groups and teams.
  • Identifying issues, risks, gaps or opportunities, in support of senior level decision making, for currently funded intelligence programs and their capabilities to satisfy existing and future requirements.
  • Interacting with the appropriate IC and DoD elements to ensure cross-agency programs are integrated to facilitate prudent use of IC resources.
  • Providing in-depth studies, assessments, and recommendations on IC Acquisition topics of interest.
  • Developing and delivering briefings as required to provide the results of any analysis performed.
  • Evaluating acquisition and programmatic strategies to ensure sound acquisition practices are employed.



Job Requirements:


Required:

  • Master’s degree or higher in Business Administration, Program Management, Acquisition or other related field.
  • 12 years or more experience providing acquisition support within a Program Management Office.
  • 6 years or more experience within a Program Management Office within the IC; planning or facilitating cross organizational forums (e.g. working groups, panels, etc.).
  • 6 years or more experience interpreting an applying Federal, IC, and DoD acquisition policies, guidance, and laws.
  • Knowledge of the ICs structure and IC member organizations (NRO, NGA, NSA, DIA, and CIA) roles and internal structures for acquisition and program management.
