HOURLY WAGE: $16.50-$18.50

REPORTS TO: Director of Shelter Operations

FLSA CLASSIFICATION: Hourly, Non-Exempt

LOCATION: Porterville, CA

DEPARTMENT: Emergency Shelter & Transitional Housing

Dress Code: Business Casual – No Jeans or t-shirts except on Friday

GENERAL DESCRIPTION OF THE POSITION:

Provides case management services for clients residing in the shelter and transitional housing program, including but not limited to assistance with obtaining housing, developing life skills/income, substance abuse education/counseling, and achieving greater self-determination to becoming self-sufficient. The Case Manager is supervised by the Director of Shelter Operations, works closely with our Client Advocates in general shelter operations, and works as part of a collaborative service team.

WORK SCHEDULE:

  • 40hrs/week. Days and hours worked are Monday & Wednesday 10:00 am -7:00 pm, & Tuesday, Thursday & Friday 8:00 am - 5:00 pm.
  • This position requires flexibility based on agency needs. The Shelter is a confidential location staffed 24/7 by awake Advocates. Must be willing to work evenings, weekends, and holidays if needed.

ESSENTIAL DUTIES/ RESPONSIBILITIES/KNOWLEDGE:

  • Assist shelter & transitional housing clients in establishing short and long-term goals based on family assets and strengths. Monitors family progress toward identified goals. Modify the case plan, if needed.
  • Links families to community resources to facilitate case plans.
  • Case Manager must also document services according to Family Crisis Center policies – both within the Homeless Management Information System (HMIS) and other data systems as directed.
  • Coordinate transportation for families to get to services entitlements, if needed.
  • Provide skill-building classes that include topics such as budgeting, nutrition, menu planning, tenant readiness, employment development/readiness (resume preparation, interview techniques, dressing for the interview, etc.), and small home repairs.
  • Assist clients in opening bank accounts to save income for permanent housing. Monitor the progress of savings for permanent housing.
  • Conduct outreach to homeless individuals. Provide socks, personal hygiene products, and blankets (contingent upon the availability of supplies). Supply information regarding agency services and community services for homeless individuals and families.
  • Advise clients of homebuyer programs available and link clients to such programs.
  • Work closely with local realtors and property owners to help clients locate permanent housing.
  • Make sure clients adhere to health, safety, and cleanliness rules and requirements.
  • Monitor utility usage and ensure that costs do not exceed limits.
  • Prepare (clean and organize) apartments after clients leave for the next family moving into transitional apartments.
  • Advise supervisor of needed household supplies promptly.
  • Maintain accurate inventory of transitional housing supplies, both purchased and donated.
  • Safely perform all duties to avoid injury to self and others.
  • Participate on the leadership team providing input on agency operations, particularly as they relate to transitional housing.
  • Conducts regular English/Spanish support groups and public speaking presentations to the general public.
  • Attends mandatory agency meetings and site-specific meetings and required training.
  • Answers 24/7 hotline and provides direct one-on-one crisis counseling to primary and secondary victims of Domestic Violence and Human Trafficking.

QUALIFICATIONS:

To perform effectively in this position, the incumbent must have/be:

  • AA in liberal arts, health, or social services desired with coursework in chemical dependency and case management. A combination of work experience and education may be considered a substitute for minimum educational requirements.
  • Minimum of two years of case management and/or direct service delivery, preferably working with issues of homelessness and/or domestic violence, substance abuse, mental health, and child abuse prevention.
  • Ability to interact with a diverse population in a supportive and professional manner.
  • Ability to handle multiple tasks, including service provisions, documentation, rule enforcement, and crisis intervention.
  • Ability to build individual life skills, including family finance and budgeting skills.
  • Bilingual English/Spanish preferred.
  • Excellent written, verbal, communication, and conflict-resolution skills.
  • Dependability: able to work independently, submits accurate documentation, and seeks guidance when needed.
  • Teamwork: establishes collaborative relationships with staff and volunteers, provides leadership when appropriate.
  • Receptive: accepts feedback, takes ownership of responsibilities, and identifies areas of growth.
  • Computer knowledge and skills required. Strong knowledge of MS Office programs.
  • Must possess, or be able to complete a state-approved 40-hr training leading to certification as a DV counselor/advocate.
  • Must possess, or be able to complete a state-approved 40-hour training leading to certification as an HT victim counselor/advocate.
  • Completion of 1-hour Sexual Harassment Prevention Training for non-supervisory staff, every 2 years.
  • Must possess a valid CA driver’s license, proof of personal auto liability insurance & acceptance by our insurance carrier.
  • Must receive clearance from the Department of Justice Criminal and Federal Bureau of Investigation record Offender Information database.
  • Must be able to pass a pre-employment drug screen
  • Ability to operate tools and equipment listed.
  • Have not been a resident of FCC Emergency Shelter or any other DV or HT shelter, not have been in a DV or HT relationship or recovering from sexual assault for at least two years.

Please be aware that the Family Crisis Center requires all employees to be vaccinated for COVID-19 or complete weekly testing. This position will require the successful candidate to show proof of vaccination or set a routine testing plan with HR.
