The Maryland-National Capital Park and Planning Commission’s, Department of Parks and Recreation, Public Affairs and Community Engagement Division is seeking a highly skilled and motivated, creative, and well-organized Communications and Marketing Manager to manage comprehensive public affairs work programs (i.e. digital media, event management, community relations, marketing, media relations or public information) for the Department of Parks and Recreation

Under direction, the Communications and Marketing Manager will plan, organize, direct, and coordinates activities with other sections, divisions, or departments as it relates to communication and marketing. Works closely with the Division Chief to manage sensitive topics and assist with crisis communication accurately and promptly. Helps create effective messaging for Department programming, resources and services. Performs other duties as assigned.

Examples of Important Duties

Develops a comprehensive communication and marketing strategy to strengthen the Department’s reach across multiple platforms, using new and emerging tools for the following:


  • Marketing:
    Develops, recommends, and implements comprehensive communications and marketing plans to increase awareness and showcase the Department. Works closely with Department staff to produce timely marketing campaigns. Oversees needs assessment to better influence marketing strategies.
  • Media Relations: Recommends and implements a media relations program, working closely with staff as required. Reviews news releases and supports team that promotes department programs, projects, services, and facilities. Provides guidance on how best to respond to news media inquiries.
  • Digital Communications: Develops, recommends, and implements a comprehensive department-wide digital strategy utilizing social media and other digital tools for communicating with the community. Drafts and posts social media content that is relevant, in line with the Department’s mission, timely and accurate. Works closely with other divisions and sections to identify opportunities for digital promotion. Identifies new and emerging tools for increasing engagement.
  • Management: Plans, schedules, assigns, and reviews the work staff. Sets individual goals and objectives with staff members and evaluates staff performance. Selects and trains staff. Monitors evaluations and takes action to enhance staff and organization performance. Monitors staff completion of assignments for timeliness, accuracy, and effectiveness in meeting work objectives.
Preferred Qualifications
  • Bachelor’s degree or four years related experience in public relations or mass communications
  • At least 3 -5 years of professional growth and/or work experience in communications and marketing that
  • includes two years of supervisory experience in public relations, journalism, marketing or related field.
  • At least two years of experience in digital marketing and communications.
  • Must have strong writing, proofreading, and editing skills and experience.
  • Demonstrated proficiency in Microsoft applications.
  • Strong oral communication skills
  • Ability to deal directly with public and staff
Important Worker Characteristics Knowledge of:
  • Mass communication, Journalism, public relations, and marketing
  • Department of Parks and Recreation, divisions and programs*
  • Office equipment, including personal computer with applicable software
    • Developed primarily after employment in this job class.
Working Conditions:
  • Work is primarily performed in an office with considerable pressure to meet deadlines. May work evenings, weekends, and holidays. Driving is required. Regular contact and interaction with the general public and staff.

Minimum Qualifications

1. Bachelor's degree from an accredited college or university in journalism, public relations, English, political science, marketing or other related field, and four years of experience in journalism, marketing or public relations; or
2. An equivalent combination of education and experience.
3. A valid driver's license in accordance with both State and Commission rules and regulations. Driver's license must be unencumbered by restrictions, revocations, suspensions, or points that could limit the employee's ability to drive Commission vehicles or perform driving duties required of their position.
