Control Systems Analyst

North Jersey District Water Supply Commission (NJDWSC) has an immediate opening at our water treatment
plant in Wanaque, NJ for a Control Systems Analyst to join the IT Department. As a member of our team, you
will contribute to the continued reliable delivery of the highest-quality potable water to the over 3.5 million
residents of Northern New Jersey.

Definition:

Under general supervision of the Director of IT, the Control Systems Analyst assists in maintaining the District's
plant SCADA system, application servers and related equipment. Protects information system assets by
identifying and solving potential and actual network problems and recommending remedies. Assists in support
of the District's computer systems, control systems and phone systems. Performs other related duties as
required.

The Control Systems Analyst will perform analyses, calibration, and maintenance on a variety of equipment
within the treatment plant. The selected candidate will be vital to our operation with experience specific to
instrumentation in a hands-on, field environment. The team also strives to ensure the operation of SCADA-PLC
industrial computers, hardware, human interface, IT servers, phones, PCs and printers.

Essential Duties:

  • Perform duties in IT, responsible for office, finance and lab computing, while also configuring and
maintaining the water treatment plant SCADA System.
  • Lead and support a team of IT/Control System Technicians and Maintenance Personnel.
  • Oversee office and SCADA network administration in a Microsoft Windows Server

Operating (OS) Environment and Windows client OS for maintenance of local ICS Microsoft Active
Directory (AD) environment.

  • Oversee and deploy active cybersecurity measures as well as supporting and implementing robust
network security programs.
  • Lead responsibility for network architectures, hardware components/management, and familiarity
with switches and routers.
  • Maintain SQL server database management and active server pages.
  • Configure and modify SCADA system screens, alarms and databases.
  • Configure and maintain remote telemetry sites.
  • Support capital project planning, design, and execution.
  • Oversee maintenance of diagrams, schematics, updates system logs, drawings and documentation on
the industrial controls network systems.
  • Work with Maintenance Department personnel to troubleshoot and maintain instrumentation and
network equipment.
  • Responds to emergency needs to insure the reliability for 24/7 operation.

  • CIMPLICITY SQL Server Logging
  • Control System DMZ
  • CimView Global Scripts
  • Emerson PACSystems RX3i
  • Emerson Series 90-30
  • Emerson PAC Machine Edition
  • Experience and proven commitment to implementation of a SCADA System in an industrial or utility
environment.
  • Direct experience managing staff work planning and scheduling, performance and development.
  • Knowledge of systems in a water/waste water environment preferred.
  • Ability to maintain records and system documentation.
  • Ability to analyze system problems, recommend and implement system changes.
  • Excellent organizational and multi-tasking skills.

Education:
Bachelor's degree or higher in engineering, computer science or related field is required.

Experience:
Minimum of (5) years' experience in IT systems engineering, in a utility or industrial control systems
environment.

Directly related experience includes: design and commissioning of instrumentation and control systems, PLC
and SCADA HMI systems programming, communications system design and commissioning, related system
planning, maintenance, project management, and network administration. At least one year of experience
supervising project teams preferred.

Must possess a valid New Jersey driver’s license and must be a resident of New Jersey at the time of
employment.

A comparable amount of education and experience, which provides the required skills, knowledge, and
abilities, may be substituted for the minimum qualifications.

This position may be required to report for work when a declaration of emergency has been
declared in New Jersey and Passaic County.
