General Description:
The Empowerment Coordinator is responsible for coordinating Empowerment Connection (EC) activities,
works with the Empowerment Connection Core Group (ECCG) to provide guidance on prevention activities
and facilitate peer-led interactive activities, promotes EC events and activities, and provides comprehensive risk
reduction counseling to persons at risk of acquiring HIV or other STIs.

Job Responsibilities

Specific Responsibilities:
  • Recruits program participants and core group members for the Empowerment Connection Program
  • Ensures that the program operates in accordance with quality standards established by the grantor and the
Agency for implementation of community-level evidence-based interventions.
  • Coordinates ECCG member participation in educational, support, and social activities.
  • Completes initial screening to identify persons who require risk reduction counseling and guidance.
  • Provides risk reduction sessions to clients to decrease the likelihood of transmitting HIV and/or contracting
sexually transmitted infections.
  • Provides patient-centered, HIV risk-reduction counseling to promote behavior change and assists with
linkage to support services as needed by the patient.
  • Coordinate’s patient care with case management and behavioral health programs.
  • Collects and submits necessary data and progress reports.
  • Develops and implements Empowerment Connection programs in collaboration with the Core Group
Members and with guidance from program manager.
  • Facilitates program events and activities and assist in recruiting collaborators.
  • Promotes the Empowerment Connection and builds positive relationships with stakeholders and community
members by taking an active part in community networking and presentations with corporations,
educational institutions, other agencies, and groups.
  • Coordinates planning closely with other Agency programs to facilitate effective and seamless service
delivery, preventing duplication of efforts, and presenting a coordinated process to the community and
clients.
  • Manages and develops marketing for the empowerment program including but not limited to social media
accounts, informational content, and promotional materials.
  • Plans and develops a curriculum for empowerment program education track
  • Performs other duties as assigned by supervisor.

Required Skills and Qualifications

Required Knowledge Skills and Abilities:
  • Demonstrated working knowledge of HIV, hepatitis, tuberculosis, STIs.
  • Demonstrated ability to supervise effectively.
  • Demonstrated ability to communicate effectively, both orally and in writing.
  • Demonstrated ability to work independently and as part of a team.
  • Cultural awareness and humility and demonstrated ability to work effectively with diverse populations including
the LGBTQ+ community.
  • Ability to develop trusting relationships and rapport with vulnerable populations.
  • Demonstrated knowledge of community resources and ability to network.
  • Ability to coordinate programming and facilitate groups.
  • Demonstrated computer skills and proficiency in Windows and Microsoft Word software applications including
Excel.
  • Demonstrated ability to plan, organize, set objectives, and meet critical deadlines.
  • Knowledge of HIV related resources for different priority populations.
  • Ability to work a flexible work schedule.
  • Dependable transportation and current Texas Driver’s License and active auto liability insurance.
  • Skills and experience in counseling preferred.

Education and Experience
  • Bachelor’s degree in related social service field with volunteer management experience. Relevant experience
may be considered in lieu of the educational requirement.
  • Specialized training required to implement intervention funded by DSHS must be completed within six months
of hire.
