Job Summary

The Energy Smart Eastside Program Manager is an exciting new position charged with growing and leading a new building electrification program in the cities of Bellevue, Kirkland, Redmond, Issaquah, and Mercer Island, WA. The Energy Smart Eastside Program Manager will manage all aspects of the Energy Smart Eastside program, including program marketing, delivery, engagement with residents, budget management and tracking, grant management, and relationship management with program partners. The position will be a two-year limited-term City of Bellevue position, supervised by Bellevue’s Sustainability Manager and part of Bellevue’s new Sustainability team. The position will work closely with a team of sustainability staff from Bellevue, Kirkland, Redmond, Issaquah, and Mercer Island who will provide program guidance and oversight.

Essential Duties and Responsibilities

The responsibilities of this new role are outlined below:
Program Management:


  • Manage the Energy Smart Eastside program, including the program budget, grant funding, consultants, and program partners.
  • Provide leadership and direction for the Energy Smart Eastside program along with program administration and coordination.
  • Develop processes for tracking program expenditures and grant reimbursements and associated backup documentation.
  • Provide case management and support for residents seeking to install energy efficient heat pumps.
  • Coordinate with partner organizations, such as the King County Housing Authority, local Human Services Organizations, heat pump manufacturers, and local environmental and climate nonprofits and advocacy groups, and volunteers.
  • Develop recommendations to expand and grow the program with additional service offerings.
  • Identify grant opportunities and lead the application for additional grant funding, with support and direction from the program oversight board.
  • Progress reporting and tracking for existing grant funding and performance management.
  • Provide updates to the Eastside city staff steering committee on program progress
  • Monitor federal and state legislation and incentives for energy efficiency and heat pumps and identify opportunities which support the program or provide additional funding.
  • Manage all contracts and agreements with partners and track program budget, reimbursements, and incentive payments and develop monthly progress reports.
  • Use an equity lens to identify opportunities to improve the program and reach communities of color, low and moderate income, renters, and non-English speaking.
Program Marketing and Promotion:
  • Support program marketing and identify strategies and partners for reaching diverse communities.
  • Provide one-on-one support for residents to support their accessing program benefits and incentives.
  • Lead program marketing and promotion efforts. Develop content to promote the program via newsletter, social media, and other channels
  • Coordinate regional and city specific events related to Energy Smart Eastside, which could involve leading workshops or coordinating partner presenters.
  • Build relationships with partner organizations to help promote the program.
  • Coordinate with Cultural Outreach Assistants to support targeted outreach to communities of color in the five Eastside cities, to support diverse participation in the program.

Qualifications

  • Knowledge of local sustainability and climate action planning and implementation, with particular knowledge and interest in energy efficiency programs to support building electrification and greenhouse gas emissions reduction.
  • Knowledge and professional experience in delivering programs for energy conservation and renewable energy, climate change strategies, and/or environmental sustainability programs.
  • Exceptional communication skills with demonstrated experience engaging diverse audiences including co-workers, elected officials, and members of diverse cultural and linguistic backgrounds.
  • Customer focus, with strong experience with Customer Relationship Management and a demonstrated ability to build positive relationships with external partners.
  • Experience with grant management, including developing grant applications, managing contracts, managing grant funds and reporting, and ensuring compliance with procurement and grant requirements.
  • Knowledge of project/program management, including planning, scheduling, monitoring, and problem solving; knowledge of the methods and procedures of budget development and control.
  • Ability to manage a complex program with various funding sources, partners, and constituencies.
  • Considerable knowledge of City, state and federal laws and regulation relevant to the program area as well as public sector organization and operations.
  • Ability to effectively plan, assign, direct and evaluate the work of staff and consultants; ability to establish and maintain effective working relationships with the public, other governmental jurisdictions, contractors and other City staff; ability to communicate and express ideas effectively, both orally and in writing.
  • Excellent communication skills with the ability to deliver persuasive, succinct presentations to senior management, elected officials and community groups as required.
  • Skill with various software programs including Microsoft Office, Salesforce, Mailchimp, and Survey Monkey, among others.
EDUCATION AND EXPERIENCE
  • Graduation from an accredited four-year college or university with a degree in urban planning, environmental policy, environmental science, public policy or equivalent, or a combination of similar experience and education.
  • Master's Degree preferred.
  • Five or more years of progressively responsible experience in environmental program development and management, in a related field.

The Community Development Department full-time and limited-term staff participate in a hybrid work schedule with three days a week working from Bellevue City Hall.

Limited Term Employee (LTE): A fully benefited employee appointed to serve in a position scheduled to work a minimum of 30 hours a week for a specific project with a specific ending date which is anticipated to last more than five months but in no event longer than three consecutive years (36 months).
