Description:Responsibilities include project management, construction inspection and administration of capital improvement projects to ensure procedures and materials comply with plans, specifications, permits, codes and standards. The technician will assist in the development and review of future capital improvement projects, in projects development, in developing cost estimates, in acquiring right-of-way and in collecting data and information as needed by the Public Works Department.
Essential Functions:

  • Inspects construction sites and materials
  • Acts as Project Manager/Lead Inspector on Public Works projects
  • Assists with the preparation of plans, specifications, and contract documents
  • Reviews plans and specifications
  • Maintains assessment files, project diaries and various reports
  • Verifies levels, alignment and elevation of installations using a surveyor’s level and transit Keeps project engineer informed of all deviations from approved construction plans and specifications
  • Assists in coordination of utility locations, and relocations between contractors and utility companies
  • Performs utility locations for County operated systems
  • Inspects and analyzes problems with County infrastructure
  • Communicates with area residents and landowners
  • Prepares monthly reports and pay estimates Verifies accuracy of dimensions and elevations
  • Performs field and laboratory testing
  • Examines quality of finished installations
  • Interprets plans and specifications
  • Approves payment for contractors
  • Prepares sketches of construction installation that deviate from plans
  • Reviews property descriptions
  • Provides input on public works projects
  • Provides for regular and punctual attendance Fosters a cooperative work environment Prepares and files correspondence and reports
  • Confers with contractors and/or construction personnel
  • Complies with all county-wide and departmental policies and procedures Responds to inquiries and resolves problems as non- routine situations arise Prepares or makes sure “as-built” plans are developed
  • Files “as-built” plans in vault
  • Participates in pre-bid and pre-construction conferences Participates in field check meeting on County projects Assists with field activities on County projects
  • Researches the historical records for highway plans, construction plans, surveys, road right-of- way, dedications and vacations, resolutions, Commission minutes and packets relating to County Roads
  • Performs related work as required during and after regular hours, any day of the week, including holidays

Secondary Functions:

  • Writes reports and letters
  • Assists in performing engineering studies

  • Assists with public Complaints
  • Answers incoming telephone calls
  • Maintains work area and vehicle in a clean and safe manner
  • Attends and participates in staff meetings and related activities; attends workshops, conferences and classes
  • Assists others as needed
  • Performs other duties and related work as deemed necessary or assigned

Requirements:Education:

  • Graduation from an accredited high school is required.
  • A technical degree or one year of college credit in a related field and four (4) years of experience is required or eight (8) years of progressive experience in engineering and construction inspection work may be substituted for these educational requirements.
  • College level courses in civil engineering or civil engineering technology are desired.

License(s)/Certification(s):

  • Kansas Department of Transportation L.P.A.
  • Certification within six months of employment is required
  • Possession of a valid driver’s license and an acceptable driving record at the time of appointment is required

Experience:

  • Basic computer skills required (ie. Microsoft office)
  • Any satisfactory equivalent combination of experience, education or training which demonstrates the necessary knowledge, skills and abilities to perform the work described may be substituted for the minimum requirements.
  • Thorough knowledge of mathematics, construction techniques, materials and principles and practices of civil engineering is required
  • Knowledge of engineering principles and practices
  • Knowledge of basic surveying to check grades, dimensions and locations
  • Ability to operate testing equipment, computers, levels and transits with a high degree of accuracy
  • Ability to read and interpret construction plans and specifications and to recognize deviations from the construction process
  • Ability to use a variety of surveying equipment, and the ability to calculate and check grade elevations
  • Ability to read and interpret maps, legal descriptions and written instructions is essential
  • Ability to make detailed technical inspections

Skills:

  • Proficient use of computers and software is required Mathematical skills including general math, algebra, geometry and trigonometry
  • Ability to perform material testing and quality control
  • Ability to make independent decisions in accordance with appropriate laws and regulations
  • Ability to establish and maintain effective working relationships with associates and the public
  • Possess excellent communication, oral and writing skills

Pay: From $24.71 per hour
