This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.

About the Position: As an Engineering Technician, responsible for developing comprehensive project management documentation to include coordinating, monitoring, evaluating, and reporting of a wide variety of repair, maintenance, renovation and minor construction projects.

Duties:
  • This is a developmental position; duties listed below will be performed in a developmental capacity at the GS-09 and GS-10 grade levels. At the full performance, GS-11, the incumbent will:
  • Provides substantive management support services in the area of project cost analysis, annual and long range planning, and development of the Department of Public Works (DPW) Annual Work Plan.
  • Maintain proposed construction plans, drawings and other documentation as permanent records.
  • Provide cost estimates for proposed work such as structural, mechanical, electrical, and /or military construction.
  • Prepare preliminary engineering and architectural final plans and detail drawings.
  • Perform design support work involving computations, reviewing, annotating shop drawings, and searching and obtaining technical information.

Conditions of Employment:
  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Temporary Duty travel (TDY) up to 5% may be required.
  • Incumbent must be able to obtain and maintain a valid State of Alaska driver's license. (Necessary to allow incumbent to commute from office to various work sites across the installation).

In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. GS-09:Specialized Experience: One year of specialized experience which includes using automated programs to retrieve and/or change existing design documentation for construction projects of conventional and limited scope. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-08).
OR
Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Engineering, Architect.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages.

GS-10:Specialized Experience: One year of specialized experience which includes using engineering drafting methods, procedures and practices to assist in the preparation of preliminary building and/or construction designs that conform to industry drafting standards. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).

GS-11:Specialized Experience: One year of specialized experience which includes applying engineering or architectural techniques in association with the preparation of cost estimates, specifications, and funding requirements for new construction projects or major modifications to existing structural facilities. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-10).

FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
