ABOUT THE POSITION

VHB’s South Burlington, VT office, consistently named one of the Best Places to Work by Vermont Business Magazine, is seeking an entry-level Regulatory Specialist to join our Natural Sciences practice team. Our diverse and challenging professional portfolio in Vermont includes projects for utilities, renewable energy development, ski resorts, transportation infrastructure, municipalities, and real estate development. This position is focused on supporting projects requiring review under various state and federal environmental permits and regulations and will primarily involve in-office technical reporting and regulatory product development, as well as some project and task management. This position could involve working in remote field locations, temporary assignments in other regions where VHB operates, and could include extended hours and/or weekend/overnight travel shifts and may require the ability to navigate and physically work in challenging mountainous terrain and weather conditions.


Responsibilities

  • Preparation and support of various federal and Vermont environmental permit applications, including natural resource assessments for projects under Vermont Act 250 and Section 248 land use review;
  • Coordination with other technical staff (including ecology and water resource specialists, civil engineers, land planners, etc.), applicants, and regulatory program stakeholders;
  • Assist with staff tasked with federal/state wetland and waters delineations, wetland function and value assessments, stream assessments, natural community inventory/mapping, floristic surveys, wildlife habitat assessments, ecological monitoring, and GPS data collection tasks;
  • Wetland and ecological data compilation and analysis, GIS support, and technical reporting when necessary.
Skills and Attributes
  • Familiarity with Clean Water Act Sections 401/404, NEPA, various Vermont DEC regulatory programs, permit application development, and coordination for projects that require land use and natural resource planning, and land-use regulatory approvals;
  • Ability to work independently with minimal supervision, and also collaboratively in a team-focused group;
  • Excellent verbal, technical writing, organization, responsiveness, coordination, and interpersonal skills;
  • Ability to communicate between team members, clients, and state/federal officials;
  • Self-motivated and enthusiastic about natural ecology and/or environmental law/policy with a demonstrated ability to grow professionally.
Qualifications
  • BS in environmental science, natural resources, ecology, wetland science, environmental policy or a related field
  • 0 to 1 years of experience as a professional wetland/regulatory consultant or federal/state environmental program regulator in New England, with Vermont experience preferred
  • Experience with ArcGIS, ArcGIS Online and Collector, and the suite of Microsoft Office platforms
