We Require
  • Bachelor’s degree in human resources, personnel management, organizational management, business administration, public administration, or a related field
  • 2 years of professional-level experience in human resources handling employee relations, compensation, recruitment and retention, training, and more
  • A combination of post-secondary education and/or job-related experience may substitute for the minimum qualifications on a year-for-year basis

Job Contributions
  • Interpret, explain, and make recommendations regarding personnel law and department policies and procedures
  • Advise director, managers, supervisors, and staff on a variety of human resources functions, such as policies and procedures, performance management, use of leave, and evaluation processes
  • Investigate, analyze, and prepare written documents to respond to complex employee-related concerns; interface with legal counsel and PDS HR Manager; draft related reports; and perform research and assist with responses to EEOC Charges, Unemployment Claims, and Merit System appeals
  • Ensure that employee records are accurate and maintained in accordance with County policy and State records retention guidelines
  • Assist in developing and implementing a wide range of human resources programs, processes, and procedures; assure compliance with laws, rules, and regulations
  • Oversee recruitment and selection process and actively works together with department HR staff to improve department recruitment and retention practices as well as decrease time to fill
  • Partner with PDS HR Manager in regard to compensation processes and complex FMLA/ADA situations
  • Work directly with Deputy Director and Administrator to develop and implement training related to HR, benefits, and leadership for supervisors and other employees
  • Serve as lead and mentor for lower-level department HR staff; actively assist staff during times when the workload is unusually high

  • Office setting in a high-volume, fast-paced environment
  • Requires long periods of sitting while completing computer activities
  • Ability to lift boxes up to 20 pounds and carry, push, or pull a distance of 100 feet
