Overall Objective:

Plans, coordinates, and manages employee relations including labor relations, recruitment and selection, classification and salary administration, personnel development/training and safety. Other related duties include the responsibility for benefits and insurance administration, safety, recruitment and orientation. Position is also responsible for providing professional and technical staff assistance.

Education:

Bachelor’s degree in Public, Personnel, or Business Administration or other related field is preferred or equivalent experience.

Experience:

Minimum five years of experience in personnel/human resources management, union experience is preferred but not required. Must have excellent written and verbal communication skills and must be proficient in Microsoft Word and Excel. Experience in labor relations with a strong emphasis in negotiation and interpretation of contracts is preferred but not required.

PRINCIPAL ACCOUNTABILITIES (ESSENTIAL DUTIES)

Represent management concerning labor matters, negotiations, contract interpretations and grievances. Also responsible for compliance of Federal and State employment law, employment practices, decision and collective bargaining contracts.

Research and maintain development material to assure all personnel are provided the appropriate development and/or professional training in their respective positions.

Encourage a positive productive working relationship between all personnel and other municipalities to encourage cooperation and assure a healthy workplace environment.

Recruit, screen and assist in selecting candidates to fill position vacancies, while abiding by all Federal, State, and local laws, to assure that the selected candidates meet the needs of the Borough.

Develop, maintain, and provide Borough employees with proper orientation and communication regarding current personnel policies and benefits to ensure that all personnel are updated on personnel information.

Implement and administer the employee benefits programs.

Oversee the Borough’s safety program to encourage safety throughout the workplace.

Implement and maintain the Borough’s wage and salary program to assure that the Borough maintains a fair and equitable competitive rate of compensation.

Develop and maintain guidelines applicable to union-eligible employees to follow to insure consistency in all situations.

Assure that the collective bargaining contracts are adhered to properly and assist management in interpretation of contract language when necessary.

Administer various employee benefit programs including medical, dental, accidents and disability, FMLA, pension, and property and casualty claims.

Process required documents through payroll and insurance providers to ensure accurate record keeping and proper deductions.

Job Type: Full-time

Pay: $85,000.00 - $90,000.00 per year
