Overview

Clean Harbors is seeking an InSite Program Manager responsible for coordinating the removal incinerable or thermal treated waste from military bases. This contract is referred to as the Northeastern Regional HW Incineration Contract. Work will consist of the removal, transportation, incineration or other thermal treatment, and final disposal of RCRA hazardous wastes (HW), non-RCRA wastes, PCB wastes, state-, and non-state regulated wastes generated by U. S. Department of Defense (DoD) and U. S. Coast Guard installations located in the 19 contiguous states of CT, DE, IL, IN, KY, MA, MD, ME, MI, NH, NJ, NY, OH, PA, RI, VA, VT, WI, WV, and Washington, D. C.

This position will be responsible for managing all aspects of the incinerable waste management process including: setting up profiles, matching waste profiles to billing line items in the contract, creating manifests for government review 5 days in advance of removal, working with local service centers to arrange transportation to pick up the waste, tracking wastes to final disposal, and creating invoices that meet the government requirements for documentation and tacking.

The Position can be located anywhere within the service geography. The largest volume generating locations appear to be in SE Virginia; South Central PA; Ft. Meade, MD; Groton, CT; and Columbus, OH. Some travel to larger sites may be needed initially to establish profiles and understand specific site requirements.

Responsibilities

Key Responsibilities:

  • Ensuring that Health and Safety is the number one priority by complying with all safe work practices, policies, and processes and acting in a safe manner at all times
  • Establish baseline audit protocol for all new waste programs; Communicate and document scope of compliance parameters for each Project location
  • Adhere to Health and Safety Practices of at all times while on site; Communicate H&S feedback with technical Services H&S efforts upon request, including data capture, site review, and delivery of training content if needed
  • Conduct facility wide compliance audits to include inspections of staging, accumulating and storage areas to ensure proper housekeeping procedures and compliance
  • Manage waste storage area and ensure that material is properly packaged, profiled and labeled prior to shipment.

Qualifications

What does it take to work for Clean Harbors?

  • High School diploma or equivalent required (B. S. in Chemistry, Biology, or Environmental Science preferred);
  • 5+ years of environmental experience
  • 5+ years of experience running a hazardous waste program
  • 3+ years experience running a hazardous waste program at a Government facility and working with Government Contracts
  • Management experience in areas of budgets, record keeping, supervision, planning and liability
  • Ability to develop and deliver training materials and programs related to environmental health, safety, and hazardous materials management
  • Familiarity with regulatory status requirements of Small and Large Quantity Generators, such as RCRA, DOT etc;
  • Requires sitting, standing, walking, puling and/or pushing, stooping and crouching
  • Requires lifting, carrying, grasping, speaking and listening.
