SUMMARY:

Juvenile Probation Counselor II:

Organizes, coordinates, and manages a caseload of dependent or delinquent juveniles referred to the Juvenile Court to provide for safety of the community, advocacy, and rehabilitation opportunities within the context of the Washington State Juvenile Justice Act. Provides and/or coordinates terms of accountability and treatment services, including evaluations, for the purpose of community safety and rehabilitation. Prepares pre-sentencing and other legal reports for the Court and reports to the Court, as necessary. May acts as community liaison and/or representative of the department to law enforcement, schools, treatment providers, and other community agencies.

Juvenile Probation Counselor III:

This is a senior Probation Counselor position. Probation Counselors in this position have achieved tenure within the Office of Juvenile Court or equivalent tenure in another Juvenile Court and have an in-depth understanding of the philosophy and operation of the criminal justice and juvenile justice systems.

NOTE: Vaccination against COVID-19 is a required condition of employment for the Skagit County Clerk's Office. Proof of vaccination is required upon hire.

- The entry salary range upon hire for Juvenile Probation Counselor II is $28.26 - $30.28 per hour, depending on qualification (Steps 1-3).

- The entry salary range upon hire for Juvenile Probation Counselor III $32.45 - $34.76 per hour depending on qualifications (Steps 1-3).

- Progressive increases are based upon years of service with Skagit County, up to step 10 Top step for Juvenile Probation Counselor II is $37.62/hr.; top step for Juvenile Probation Counselor III is $43.17/hr. The Juvenile Probation Counselor II / III are Ranges 13 / 15 of the General salary schedule.

ESSENTIAL FUNCTIONS:

Evaluates assigned cases and determines an appropriate course of action.

Prepares cases for Court or Diversion. This may include serving of legal notice, meetings with juveniles and parents/guardians, collateral contacts, determination of sentencing range, preparation of Court reports, and courtroom testimony.

Counsels and supervises juveniles placed on probation by the court. This includes providing direction regarding vocational education or employment planning; working with youth and parents to create home, school, work, and recreational relationships conducive to social readjustment; monitors compliance with conditions of probation as set by the court; recommends revocation of probation.

Completes Pre-Screens and Full Risk Assessments and implements Case Management Planning per the Washington State Case Management Assessment Process.

May act as the Case Management Quality Assurance Specialist for the Juvenile Court.

Coordinates meetings with schools, parents, law enforcement, and various social service and legal agencies and contact with victims, Prosecutors, Public Defenders, and private counsel.

Resolves conflict and crisis situations while monitoring client behavior.

Coordinates evaluations and/or treatment for drug/alcohol, psychological, psychosexual, psychiatric, and other identified issues.

Responds to general inquiries from the community, which may include public speaking

Participates and supports independent community service agencies, specialized training opportunities and programs serving youth in the community

May assist in planning and organizing work, assigning, and checking work or and/or assisting and instructing others.

May participate in research to develop and recommend new policies, methods, procedures, and programs to Administrator .

May participate in the hiring, evaluation, and training of personnel.

Capable of functioning as the Probation Manager in their absence.

Testifies in court as required.

May create and administer a specialized program within the department.

May serve as Guardian ad Litem on behalf of dependent children.

May serve as the Court Appointed Special Advocate (CASA) Program Coordinator. This may include recruiting, screening, and supervision of volunteers in their role as Court Appointed Special Advocates for Title 13 dependency cases.

Supervisory:

May provide direction as needed to employees of a lower classification.

OTHER JOB FUNCTIONS:

Performs related duties as assigned. Related duties as required are duties that may not be specifically listed in the Position Description but are within the general occupational series and responsibility level typically associated with the employee’s classification of work.

MINIMUM QUALIFICATIONS:

  • COVID-19 vaccination is a required condition of employment for Skagit County Superior and District Courts. Proof of vaccination is required upon hire.
  • Bachelor's Degree in Sociology and Criminal Justice, or related field required.
  • Ability to fluently read, write and speak Spanish is strongly preferred
  • Juvenile Probation Counselor II: This position may be eligible for a progression promotion to Juvenile Probation Counselor (JCP) III based on meeting the requirements of the JCP III below, recommendation from the department head and departmental budget.
  • Juvenile Probation Counselor III: Minimum of 3 years' experience in the position of Juvenile Probation Counselor II with Skagit County or equivalent experience in a similar position with another agency.

Requires knowledge of:

  • The philosophy and operation of the criminal justice and juvenile justice system.
  • Policies, procedures, and regulations applicable to probation activities.
  • Case management principles and procedures.
  • The Revised Code of Washington, Title 13.
  • Courtroom and office policies and procedures.
  • Both legal and non-legal documents related to Juvenile Court.
  • Interviewing, diagnostic, and counseling techniques.
  • How and when to access various social service and legal agencies.
  • Detention admission and release policies and procedures.
  • Referral screening and assignment criteria.
  • Effective public relations
  • The department’s guiding principles.

Requires the ability to:

  • Communicate effectively both verbally and in writing.
  • Formulate and guide the execution of effective plans and programs for the social rehabilitation of juveniles.
  • Counsel juveniles and their parent/guardian.
  • Prepare legal documents, and reports.
  • Deal with stressful and emotional situations for extended periods.
  • Make sound decisions on difficult and unusual social case work problems.
  • Read, interpret, and apply work related laws, codes, ordinances and other regulations and guidelines governing work assignments.
  • Utilize computer and office technology skills.
  • Make decisions independently.
  • Demonstrate interpersonal communication skills by working effectively and productively with others.

Licenses and/or Certifications:

  • Valid Washington State driver’s license required.
  • Washington State Criminal Justice Training Commission as a Juvenile Court Service Worker.
  • Washington Association of Juvenile Court Administrators Case Management and Planning Training.
  • Must complete training and certification as required by the Juvenile Court Administrator.

WORKING CONDITIONS/REQUIREMENTS:

Work is performed in multiple environments including but not limited to: office, courtroom, schools, police and other community agencies, detention and jail facilities.

May have occasional 24 hour on-call responsibilities.

Hazards:

Those present in a normal office environment with occasional exposure to hostile persons and stressful situations.
