TITLE: OLDER ADULT PROTECTIVE SERVICES (OAPS) SUPERVISOR


SUMMARY OF POSITION:

Reporting to an Assistant Director in OAPS, this position provides oversight and supervision to protective service workers delivering protective services to older adults who need them, including the receipt and investigation of reports and the necessary actions arising from investigations. This position involves administrative and clinical supervision of protective service workers including h iring, onboarding, training, providing guidance and support, and adhering to performance accountability procedures for staff. Includes participation in a 24-hour coverage system, the development and maintenance of relationships with other service delivery systems, community education activities and consumer advocacy.


QUALIFICATIONS:

Education:

Master’s degree in Social Work or related field required.


Experience:

Three years direct aging casework experience or an equivalent combination of education and experience required. One year supervisory experience preferably in a human services agency required.

GOAL OF POSITION :

To provide quality older adult protective service investigations by identifying and developing care plans to remove/reduce the imminent risk facing PCA OAPS consumers. The OAPS supervisor maintains the highest level of professional ethics, continually seeking opportunities for growth and development.


DUTIES AND FUNCTIONS:

  • Supervises and monitors performance of Investigator through weekly conferences, staff meetings, case conferences and day‑to‑day contact, with attention to responsiveness, thoroughness of investigation, appropriateness of case plans, and good clinical practice.

  • Assists Investigator with decision‑making and case planning.

  • Provides back-up on cases while staff are in the field, responding to calls and intervening in crises.

  • Supervises daily recording of service statistics. Manages caseload development, and assigns cases within established parameters.

  • Develops and maintains relationships with health, mental health, legal and service providers.

  • Act as supervisor on call during evening and weekend shifts in rotation with other Supervisors.

  • Interprets the regulations pertaining to PA Act 79, as well as other regulatory requirements and laws related to the provision of protective services.

  • Evaluates and monitors the performance of individual Investigators, identifying strengths and problems to the Assistant Director and defining needs for in‑service training.

  • Monitors elapsed time between intake, investigation and resolution of reports to assure quality and efficiency of service delivery.

k. Completes monthly reports and prepares other written materials as assigned by Assistant Director and/or Director.


l. Assists with development and revision of policies, procedures and guidelines for the department.


m. Assists in interviewing and hiring of OAPS staff.


n. Assists in development of orientation and training. Provides in‑service training for staff through formal supervision and team meetings and plans and participates in other training as assigned by the Assistant Director and/or Director.


o. Other Duties as assigned.


PERFORMANCE EXPECTATIONS:


  • Meets agency and state standards for all cases assigned.
  • Assures that records and reports are legible, timely, accurate, complete and relevant.
  • Establishes rapport with PCA staff, consumers, providers, families, and outside agencies.
  • Complete written evaluations of investigators and other staff that assess competencies achieved and opportunities for improvement.
  • Undergo in-service training in protective services annually as required by the PA Department of Aging and PCA.

  • Consumers who are 60 years of age or older in Philadelphia County.
  • Families and informal support systems of consumers and service providers.
  • Director and administrative staff of agency.
  • Investigators and other departmental staff.
