An Occupational Safety and Health Program Specialist is the full performance level of work reviewing the work of and providing technical guidance and oversight to compliance officers statewide within the occupational safety and health enforcement program. Employees in this classification provide direction to compliance officers but do not supervise compliance officers. Employees may supervise support staff.
Employees receive general supervision from an Occupational Safety and Health Compliance Officer Supervisor or a designated higher-level official. Employees in this class may be required to work evenings and weekends and are subject to call-in during non-work hours in response to emergency situations such as accident investigations. The work requires travel to work sites such as construction or manufacturing sites where conditions may be noisy, dirty and uncomfortable and requires the employee to use specialized safety equipment such as hearing protection, fall safety devices, goggles, head protection, and respiratory protection. Employees may work in environments where there may be exposure to a variety of physical and health hazards, such as falling debris, noxious fumes, live electrical wiring and asbestos particles. The work requires climbing ladders, working at elevated heights and in confined areas, and carrying test equipment such as voltage testers, sound level meters, penetrometers and pressure gauges.
Responsibilities include but are not limited to the following: Conducting worksite safety inspections for compliance; inspecting worksite machinery and equipment; investigating vehicle accidents; preparing and maintaining inspection reports; reviewing the work of field inspectors and contractors to determine completeness, accuracy, and proper applications of all policies, programs, procedures, rules, and regulations; recommending corrective measures to remediate violations; maintaining the MDOT SHA safety inspection/violation program; and providing safety training.
The current vacancy exists at the Maryland Department of Transportation State Highway Administration (MDOT SHA). The incumbent will report to the Hanover complex in Anne Arundel County, MD, and may be required to travel and work throughout the State.

Qualifications

MINIMUM QUALIFICATIONS:

Education: Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience: Four (4) years of experience in the inspection of various workplaces to ensure compliance and enforcement of state and federal occupational safety and health laws, regulations, and standards.

Notes:
1. Additional experience in the interpretation and application of fire, health or safety regulations and the preparation of narrative reports documenting factual findings of inspections or investigations may be substituted on a year-for-year basis for the required education.

2. Thirty semester credit hours to include twelve credit hours in construction, engineering, fire, manufacturing or occupational safety and health technologies may be substituted for one year of the required experience.

Licenses & Certifications

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the state of Maryland.
