POSITION SUMMARY

Position performs administrative and supervisory work to coordinate the construction, maintenance, and repair of highways, bridges, culverts, and other structures on the County Trunk Highway System and the maintenance of the State Highway System within Jackson County. Supervises the highway winter snow and ice removal operations and ensures that all work is safely performed in compliance and meets legal requirements

ESSENTIAL DUTIES AND RESPONSIBILITIES

  • Exercises delegated responsibility and authority in the absence of the Operations Manager/Patrol Superintendent
  • Serves as an emergency response person and may be called when highway crew assistance is needed outside of regular work hours for accident clean-up or weather emergencies such as snow storms; determines resources needed to handle situation and calls out and directs workers and equipment; provides coordination and liaison with other agencies as required
  • Consults with the Operations Manager/Patrol Superintendent and assists in performing administrative responsibilities with the following
    • Evaluates projects regarding need for skilled staff and available equipment, public safety and liability exposure, effect of projects on community activities, and other relevant factors
    • Researches information, evaluates the cost effectiveness of various options, and makes decisions or recommendations regarding department purchases and repair of department vehicles, equipment, and facilities
    • Evaluates and makes recommendations on equipment, materials, and services anticipated to be purchased by the department
    • Ensures that necessary permits are obtained
    • Establishes and maintains records
    • Prepares and/or presents reports as necessary
  • Recommends future projects to the Operations Manager/Patrol Superintendent
  • Ensures that current projects stay within budget; coordinates maintenance schedules for department equipment; ensures that necessary materials and supplies are ordered and delivered to appropriate locations; ensures that accurate records are completed and submitted; monitors work progress on projects
  • Consults with outside agencies involved in highway maintenance activities to ensure work coordination and performance quality; consults with contractors doing State, County or private work on rights-of-way to ensure work coordination and contractor performance; reviews road work activities and needs with local officials; meets with the general public to review their concerns and needs
  • Maintains a daily log of occurrences
  • Performs other related duties as required or assigned

Minimum qualifications & Requirements

EDUCATION AND EXPERIENCE REQUIREMENTS

  • High School Diploma or equivalent
  • Seven (7) years' experience in highway construction, improvements, and maintenance with at least one (1) of those years in a supervisory position
KNOWLEDGE, SKILLS AND ABILITIES REQUIRED TO PERFORM JOB
  • Thorough knowledge of methods, practices, and principles of all aspects of highway construction, maintenance, and repair
  • Knowledge of laws, standards, and ordinances applied to highway construction, maintenance and repair
  • Knowledge of proper operating techniques and abilities of the machinery used in department operations
  • Knowledge of personal computer operations with word processor and spreadsheet software to include Microsoft Office
  • Skills using technical equipment – measuring devices including transit, level, tape, hand level, and mileage meter
  • Skills using office equipment – calculators, computers, cellular phones, mobile radios and fax machine
  • Ability to supervise a staff of equipment operators, truck drivers, road maintenance personnel, and equipment maintenance personnel - both through intermediate supervisors and directly
  • Ability to establish and maintain effective working relationships with other employees, government officials, and the general public
  • Ability to schedule labor, equipment, and materials and prioritize jobs for the most efficient use of available resources
  • Ability to promptly and calmly analyze data, make decisions, and implement the decision on short notice while in the midst of extremely stressful situations. Examples include the ability to reassign staff during shift when a storm hits or a major equipment failure occurs
  • Ability to calmly discuss complaints with citizens who are often emotionally agitated and verbally abusive
  • Ability to communicate effectively orally and in writing
  • Ability to work odd hours and week-ends as needed
  • Ability to respond within 30 minutes when called in an emergency
  • Ability to work overtime as needed
  • Ability to read and interpret documents, and laws in the English language

Directly supervises Equipment Operators, Heavy Equipment Operators and Sign/Bridge Inspectors. Indirectly supervises the Maintenance/Construction Foreman

CERTIFICATES, LICENSES, REGISTRATIONS
Possess and maintain valid Wisconsin Commercial Driver's License

HIPAA RESPONSIBILITY

PHYSICAL DEMANDS
Over 50% of the work is spent sitting, hearing, using far vision, and low handling. A lesser amount of time (25%) is spent standing, walking, feeling, talking, using near vision, low lifting, low pushing/pulling, and medium handling. Stooping, kneeling, crouching, climbing (using legs and feet), reaching, balancing, bending/twisting, medium/high lifting, low/medium carrying, medium pushing/pulling and low fingering is done to a lesser degree (20% of the time). In non-routine conditions (5% of the time), crawling, running, climbing (using legs and arms for support), very high lifting, high/very high carrying, high/very high pushing/pulling, high handling and medium/high fingering are necessary.

WORK ENVIRONMENT
Over 50% of the work is performed outside. Working in extreme cold; extreme heat; noise; experiencing dramatic shifts in falling temperature; occur 25% of the time. Hazards from fast moving vehicles; working inside; dramatic shifts in rising temperature; humid conditions; vibrations occur 10% of the time. In unusual situations, wet conditions are present as well as many hazards – mechanical, electrical, burns, and heights over 12 feet. Fumes, mists, gases, odors, dust, poor ventilation and being in a physically confining area are also present in unusual situations.
