The Department
The Project Coordinator - Constituent Services (temporary position) will provide support and technical experience for the Legislative Department, which includes the Offices of City Council, City Clerk, and City Auditor. The City Council is the legislative governing body of the City and is vested with full authority to establish, alter, or repeal local laws and public policies. Each member is elected from and represent their own ward. Their work is supported by politically appointed ward office staff and by nonpartisan, professional staff in the offices of City Clerk and City Auditor. Together, these offices are working to make municipal government more accountable and accessible.

The Job
The Project Coordinator - Constituent Services (temporary position) will primarily focus on constituent outreach services including communications, community engagement initiatives and programs, and enterprise-wide planning efforts. Through this work, they will facilitate information exchanges and best practices with partners in other City departments. These efforts will help the City develop better connections between the community and government operations. Daily activities may include:


  • Assisting City Council Members and offices with receiving, routing, resolving, and responding to constituent inquiries and emergent City trends, challenges, and time-sensitive issues.
  • Drafting responses to citizen concerns and/or questions relating to governmental operations; forward inquiries to appropriate City departments when necessary; and follows-up to ensure resolution.
  • Organizing and monitoring Ward and City issues, case work data, current events, and relevant legislative actions.
  • Developing and advising Council Offices on engagement strategies. Coordinating case work policies and procedures across the department and enterprise
In addition to the constituent services duties, they will also act as a lead for department initiatives such as trainings, community-based information forums or listening sessions, and development of new programs.

Job Duties and Responsibilities

Administer project or program activities, including:

  • Represent the project/program on multi-department or inter-agency task forces, committees, and related organizations.
  • Coordinate partnership activities with both external and internal stakeholders that help achieve the goals of the project or program.
  • Coordinate planning, development, and implementation of programs including development of standards, regulations and appraisal systems.
  • Provide leadership in development and delivery of outreach and educational programs and materials.
  • Prepare and make presentations to groups, citizens, elected officials, staff, and act as a liaison regarding project/program activities.
  • Participate in developing proposals, revision to rules, regulations, ordinances, and other formal documentation for the review and approval of elected officials, and other governing bodies.
  • Develop and administer budgets and contracts.
  • Manage operational activities of the program or project, including record keeping, computer applications, grantor reporting, etc.
  • Participate in and coordinate others engaged in grant seeking and grant proposal development.
  • Manage and maintain formal monitoring systems to ensure compliance with standards.
  • Oversee the collection and organization of information for reports, case studies, and other documentation related to the project or program managed.
Work Location – This position works primarily on site, but may be eligible for flexible work arrangements, with some days remotely.

Required Qualifications

MINIMUM QUALIFICATIONS:
Bachelor's Degree in related discipline or equivalent.

MINIMUM EXPERIENCE:
Three years performing duties similar to those described above.

Preferred Experience:
Demonstrated experience in local, county, or state government is highly preferred.

Equivalency
An equivalent combination of education and experience closely related to the duties of the position MAY be considered.

Selection Process
The selection process will consist of one or more of the following steps: a rating of relevant education and experience and/or an oral examination (100%). It is important that your application show all the relevant education and experience you possess. This information will be used to determine which candidates will proceed in the selection process. A submitted application is also used to verify the answers to any supplemental questions. Only those candidates who attain a passing score (70%) on each step in the selection process will be placed on the eligible list. The City of Minneapolis Human Resources Department reserves the right to limit the number in any phase of the selection process.

The City has determined that a criminal background check and/or qualifications check may be necessary for certain positions with this job title. Applicants may be required to sign an informed consent form allowing the City to obtain their criminal history and/or verify their qualifications in connection with the position sought. Eligible List Statement
The names of applicants who meet minimum qualification and who pass the screening process shall be placed on the eligible list for employment consideration. This list will be certified to the hiring manager who may use the list to fill a vacancy of the same job title. This eligible list will expire two months after it has been established.

Interview Selection
The hiring authority reserves the right to determine the maximum number of candidates to interview from the established eligible list. If the hiring authority decides to interview other than by exam score order, they may select additional people to interview based on a candidate’s education or experience related to the field, work history, or skills uniquely related to the operational needs of the position.
