This is an exciting opportunity to join an established company that works with Federal contractors and has positions open throughout the country. APSI is currently seeking a Project Manager to act as the owner's agent (CMa), in support of the General Services Administration in managing the Design-Build Almeric Christian CH & Federal Building Domestic Water Piping Repairs, during both the Design and Construction Phases, in Christiansted, St Croix, USVI. This is a Full-Time position starting in March or April 2023 and going through May 2024.

The General Services Administration (GSA) intends to design, repair, replace, and modernize the potable water piping system, sections of the storm sewer system, restrooms renovations, and equipment for hot water of the existing Almeric L. Christian Federal Building and U.S. Courthouse. The planned project delivery method is Design-Build

The CMa acts as the projects primary Construction Manager and will provide sound and proactive management advice to GSA to ensure the project is run safely and all GSA standards are met. The CMa will function as a collaborative member of the combined project team and shall provide guidance and expertise throughout the design and construction phases. The CMa shall have full understanding of the project contract documents, GSA and end user goals and requirements as validated by the CO. The CMa shall effectively monitor, assess, coordinate, and provide oversight of the design and construction work on the behalf of GSA.

Daily Responsibilities:

• Maintain excellent relationships with clients, building occupants, and the Design/Build team
• Manage and coordinate consultants and staff to provide a full range of construction management services during the Design, Construction and Closeout Phase of the project.
• Manage project schedules from inception to close out
• Review and approve of contractor monthly requisitions and invoices
• Provide efficient change order management and cost control
• Report on project issues and provide status updates
• Perform other duties as may be required.

Required Qualifications (Experience, Education, Certifications, Clearances, etc.):

• Minimum of Ten (10) years of construction experience serving as a Construction Manager, Construction Management Representative, Owner's Representative. Experience in general construction and mechanical/electrical construction techniques.
• BS in Construction Management, Engineering or Architecture or Business Management from an accredited university or college. Or in lieu of degree, must have 10 years of management experience in the construction management field.
• Occupational Safety and Health Administration (OSHA) 30-hour construction safety training (to be completed prior to start)
• Experience managing Design-Build projects of similar size/scope.
• Experience managing projects in occupied buildings.
• Demonstrated ability to prepare draft modifications, independent government estimates, responses to requests for information, process submittals, prepare field observation reports and conduct progress meetings and prepare meeting minutes.
• Familiarity with the use of Project Management software programs.
• Experience Developing and controlling budgets and funding strategies.
• Familiarity with Federal government office building projects, with procedural requirements, review requirements, and approval requirements.

Preferred Qualifications:

• Experience providing a full range of construction management services, including change management, scheduling, budget analysis, estimating, risk management, commissioning, and quality assurance (Safety, MEP, Structural, Life Safety, Fire Prevention)
• Experience managing GSA projects and with federal policies and procedures
• Certified or pursuing certification as a Construction Manager (CCM) by the Construction Manager Certification Institute (CMAA)
