ENSCO, Inc. Mission Systems Group (MSG) has a contingent opportunity for a Project Manager supporting the Deputy Chief Technology Office for Mission Capabilities (DCTO(MC)) within the Office of the Under Secretary of Defense for Research and Engineering (OUSD(R&E)). Primary responsibilities focus on providing assessment and integration of joint warfighting requirements to support the Under Secretary of Defense for Research and Engineering (USD(R&E)) as the technical advisor to the Joint Requirements Oversight Council (JROC). Other responsibilities include support to the Joint Warfighting Concept (JWC) by developing and refining concept-required capabilities (CRC) and mission-level concepts to enable more focused mission-engineering analysis, prototyping, and experimentation activities within OUSD(R&E).

The ideal candidate for this position is self-motivated, possesses broad experience in implementing and/or operating a knowledge management system, to include tools and processes, and overseeing all knowledge-related activities, including the management, capturing, sharing and accessibility of knowledge assets.

Essential Job Responsibilities

Responsible for performing the following Program Management tasks related to the execution of the APFIT program
Execute an annual internal DoD solicitation, evaluation, and selection process to recommend projects across the DoD to the USD(R&E) for funding.
  • Acquire, maintain, and foster relationships with OSD, Joint Staff, Service and DoD Agency representatives to accomplish APFIT objectives.
  • Assist the Financial Manager as necessary, to coordinate with selected DoD program offices to facilitate transfer of APFIT funding.
  • Collect APFIT programmatic data, per the approved data collection plan, twice annually, from appropriate Service and DoD Agency stakeholders.
  • Prepare, staff, and deliver Congressionally required reports, twice annually, to provide status on the APFIT program.
  • Prepare budget and programmatic justification as needed during the PPBE cycle and prepare and deliver briefs and documents as required.
  • Prepare briefings to support planned and unplanned Congressional engagements and answer Congressional requests for information.
  • Maintain situational awareness of all funded projects, through expenditure of funds or completion of deliveries, whichever is later, via financial reports that will include, but not be limited to, commitment, obligation & expenditures information.
  • Solicit, review, and implement lessons learned, annually, to improve program execution.
  • Manage and responds to taskers, short notice data calls, budget queries, projects updates, presentations, and deliveries of salient information to leadership.
  • Prepare, coordinate and staff APFIT program documentation for leadership review and approval, as required.

Qualifications Required (Skills)

  • Bachelor’s Degree with 15 years experience
  • Experience providing leadership and technical direction to team to solve complex technical, management, and administrative problems. Experience interfacing with personnel at all levels of the DoD, from HQ-level reps within the Services, DoD Agencies, OUSD(A&S) and the Joint Staff, to program managers and financial
  • managers within program offices across the DoD.
  • Excellent written and verbal communications skills
  • Excellent Microsoft Project Skills
  • AN ACTIVE TOP SECRET WITH SCI (TS/SCI) IS REQUIRED FOR THIS POSITION FOR WHICH YOU MUST BE A U.S. CITIZEN

Location of work: Metropolitan Washington, DC area; and other CONUS or OCONUS locations as required.

Telework is offered in the Task Orders on approval from COR.
