SUMMARY:

DAWSON is looking for an Asset Management Real Property Officer to perform a critical role in our Vandenberg Space Force Base (VSFB) effort. It is located on the Central Coast of California and covers missions and in the launching and tracking of satellites in polar earth orbit, training missile and space crews, testing and evaluating America's Missile Defense Systems, and supporting aircraft tests over the Western Range. This base is used for other functions in addition to Space Force missions including outdoor recreation, farming, cattle grazing, and hunting.

BUSINESS PRACTICES AND RESPONSIBILITIES

The RPO will report to the Base Real Property Accountable Officer (RPAO) – Government Representative. The Real Property Accountable Officer (RPAO) is responsible for the accountability of all buildings, facilities, structures, utilities, and land under the control of their commander regardless of the type of ownership in accordance with requirements.


DUTIES AND RESPONSIBILITIES:

  • The RPO shall provide the functional expertise and professional management to accomplish historical data research such as title searches, deeds, easements, grants, mineral rights, and property designations in accordance with Real Property Management Publications.
  • The RPO shall manage all real property transactions and account for all installation real property.
  • The RPO may be required to delegate real property management duties to subordinate staff as required.
  • The RPO may be requested to travel to support as the real property subject matter expert. Travel will be directed by the RPAO on a reimbursable basis in accordance with Federal Acquisition Regulation and Joint Travel Regulations. The Government anticipates the need for at least three trips per year-each trip being no more than one week in length. The RPO shall coordinate with the RPAO and Government Contracting Officer Representative (COR). The RPO shall provide trip information after each trip in the monthly status report and as supporting backup documentation with invoices
  • The RPO, prepare and process all real property documents. Contractor shall anticipate and schedule all existing real property outgrants well in advance of expiration and ensure continuous coverage by a real property instrument.
  • The RPO will serve as the focal point for coordination on support agreements within the Civil Engineer Squadron (CES). The RPO (or RPO's designated representative) shall attend meetings to discuss new/existing missions, plans, and programs and advise on issues related to real property concerns. The RPO shall manage, process, coordinate, and submit support agreements (Support Agreement or Interservice, Interdepartmental or Interagency Support Agreement) in regard to utilization of AF real property and associated reimbursement for utilities and services.
  • The RPO shall provide disposal/demolition recommendations to the RPAO and the Installation Demolition Officer, as required, to achieve the best method for disposal, sale, or transfer of deteriorating AF facilities. Further, the RPO shall provide recommendations to the Government as required for the five-year facility disposal/demolition plan. Contractor shall update internet/LAN based Government-provided database with information regarding demolition.
  • The RPO will ensure that facilities are routinely inspected for compliance with applicable AF real property, safety, and environmental regulations. Master keys to vacant facilities will be issued to the RPO.
  • The RPO shall be solely responsible for facility keys under their control
  • The RPO shall direct, manage, and administer the SUP as the primary office of responsibility for facility space use. It is the responsibility of the RPO to develop the SUP agenda and all materials to be presented to the panel, as well as development, coordination, and approval of SUP minutes. The RPO shall present proposed facility space use changes, recommendations, and justifications to the SUP as well as develop space use studies, drawings, floor plans and/or other documentation to support recommendations
  • The RPO shall present all real property actions to the Facilities Board (FB). The FB is the corporate/wing level, programming, planning and space utilization decision-making forum at the installation.
  • The RPO shall serve as the real property subject matter expert and advisor to the panel consisting of the 30th Civil Engineering Squadron (30 CES) Work Request Review Panel (WRRP) in a squadron specific work order review forum.

QUALIFICATIONS:

  • Minimum Bachelor’s Degree in business or related field
  • At least 10 years of experience as a Real Property Analyst or similar field
  • Strong interpersonal skills with the ability to communicate exceptionally well both orally and in writing
  • Willingness to go on occasional travel as may be required from time-to-time
  • Strong strategic thinker capable of setting goals, planning, and preparing for briefs
  • Strong in software supportive programs in Real Property Management Office requirements
  • Willing to take on other collateral duties as necessary
  • Proficient in Microsoft Office Suites Applications
  • Effective communication and writing skills
  • Maintain and report weekly metrics to ensure Property Record accuracy
