General Summary

Primary duties HHS is seeking an Regional Operations Manager

The Operations Manager will support the task order and reports to the Program Manager. The Operations Manager supports the Program Manager and shall have the authority to commit the Contractor’s labor force and the use of resources to meet the overall requirements of the task order. The duties and responsibilities listed are representative of the nature and level of work assigned and are not necessarily all inclusive.

Essential Duties & Responsibilities:

  • First and foremost, protecting the HHS standard for quality at the medical facilities they oversee.
  • Managing the success of day-to-day operations within the area assigned and ensuring that policies and best practices set forth by senior leadership are carried out.
  • Hiring and developing management personnel within his or her assigned area, routinely evaluating strengths and weaknesses of their management teams, and providing tangible development plans for future growth.
  • Monitoring the implementation and effectiveness of The Joint Commission (TJC) and Safety Programs, ensuring that fiscal responsibility is exercised, and fostering positive relationships between HHS and administration teams.

Essential Functions Performance Expectations:

· Hold themselves and their teams accountable to the HHS Standard.

· Complete 4 Account Condition Report (ACR) each year. Frequency could be based on the most recent ACR score.

. Ensure QC inspections on Mechanical Rooms, Shops, Work Orders and Customer Satisfaction.

. Participate in live Quarterly Business Reviews at the sites 4 times per year.

· Provide and discuss results of the ACR with site leadership and facility administration.

· Follow up on ACR findings and document follow-up.

· Develop meaningful relationships with the HHS site leadership and clients.

· Investigate issues and concerns at the account level.

· Recruit management talent into the organization to fill current openings and to support future growth.

· Manage succession planning for all responsible accounts.

· Responsible to ensure responsible accounts are financially accountable through budgeting and monthly Profit and Loss (P&L’s) statement reviews.

· Meets with Contracting Officer Representative (COR), administrative and supervisory staff, as well as community groups, agencies, contractors, architects, and engineers to plan, organize, coordinate and/or communicate programs, services, policies and/or procedures.

Education:

  • Bachelor’s degree in engineering, management or equivalent mechanical/electrical operations experience
  • Certified Healthcare Facility Manager (CHFM) Certification Desired
  • Certified Healthcare Safety Professional (CHSP) Certification Desired

Qualifications/Experience:

· Ten (10) or more years managing medical facility operations and maintenance programs, including operations, preventative maintenance, subcontracts, HVAC, electrical, pre-construction services, and quality control systems and supervisory functions.

· Thorough knowledge of engineering and construction principles, practices and procedures, applicable laws and government regulations, principles of management and supervision and procedures and policies of departments and facility.

· Must have proven experience in all aspects of medical facility maintenance management, including managing budgets and full knowledge of business operations.

· Set clear expectations and performance goals

· Motivate their management teams, creating a positive culture of success and mutual support that suits the needs of every manager.

· Utilize several techniques for training, such as one-on-one training, workshops, and meetings.

· Multi-task, manage personnel remotely, travel and minimum 30 percent of their time (both air and ground).

· Able to communicate effectively with customers and management teams, both orally and in writing.

· Working experience with NFPA, ASME, OSHA, and EPA codes and standards.

· Working experience with The Joint Commission (TJC) Standards and Elements of Performance requirements. Working experience in managing the Environment of Care (EOC) Committee is a plus.

· Should be highly motivated, self-disciplined, with a passion for outstanding customer service, comfortable in fast paced environments.

· Ability to read, comprehend and transmit complicated detailed instructions in writing and verbally.

· Ability to communicate effectively in written format and oral presentations.

· Ability to multi-task and establish priorities.

· Working experience with military medical programs required with experience in managing government contracting procedures.

· Proficiency with DMLSS-FM a plus!

Computer Skills:

· Proficient in the use of Windows based office software including but not limited to Microsoft Office, Word, Excel, PowerPoint, and Outlook.

Experience with RS Means, Defense Medical Logistics Support Standard (DMLSS) and other CMMS program desired
