WORK LOCATION

This position will be located in one of the following locations:

Rhodes State Office Tower – 30 E. Broad Street, Columbus OH 43215

Akron Delivery Center - 161 S. High St., 3rd floor, Akron, OH 44308

Dayton Delivery Center - 6680 Poe Ave, Dayton, OH 45414

Major Duties and Responsibilities

Under administrative direction, serves as program administrator and directs entire operation of assigned program areas on a statewide basis (i.e., Wagner-Peyser; Migrant and Seasonal Farmworkers; Labor Exchange; Veterans Services) and supervises assigned staff: plans, directs, and oversees activities of assigned program areas; develops and implements program changes to meet current needs and/or changes in state and federal law; defines goals, objectives, and performance standards; ensures compliance with applicable state and federal laws and agency rules, regulations, policies, and procedures; communicates directly with the US Department of Labor (DOL) to receive instruction and guidance on policy interpretation and implementation of assigned programs in Ohio; receives federal performance standards and expectations from DOL and creates performance standards and expectations for Office of Workforce Development (OWD); participates in formulation of policy and procedures for assigned program areas; consults with senior management staff and provides suggestions and guidance for methods of meeting expectations and improving performance; evaluates and measures progress and achievement of program goals and objectives including fiscal aspects of programs (e.g., monitors spending levels and staffing levels) and reports back to OWD executive level staff and DOL; represents and speaks on behalf of agency.

Supervises assigned staff (e.g., assigns work and provides direction; makes recommendations for hire; reviews work and provides feedback; establishes employee goals; conducts performance evaluations; monitors and evaluates staff performance; approves/disapproves requests for leave; recommends disciplinary action; conducts staff meetings; encourages staff development).

Performs other related duties as assigned (e.g., makes presentations; participates in meetings; travels to attend training, seminars, and conferences; conducts staff meetings; operates personal computer to produce documents, reports, and correspondence; maintains logs, records, and files).


Qualifications

The ideal candidate, at minimum, must have the following:

Completion of undergraduate core program in public or business administration, social science or human resource management; 24 mos. trg. or 24 mos. exp. in supervisory principles/techniques; 24 mos. trg. or 24 mos. exp. in managerial principles/techniques.

OR

48 mos. trg. or 48 mos. exp. in delivery of employment & training related government programs, community or private industry human resource programs;

AND

24 mos. trg. or 24 mos. exp. in supervisory principles/techniques;

AND

12 mos. trg. or 12 mos. exp. in managerial principles/techniques.

OR

12 mos. exp. as ODJFS Program Administrator 1, 64291.

OR

Equivalent of Minimum Class Qualifications For Employment noted above.

Skill in operation of computer terminal &/or personal computer*.

Supplemental Information

Unless required by legislation or union contract, starting salary will be the minimum salary of the salary range (step 1, currently $42.03 per hour) associated with this position.
