This position can work fully remotely from anywhere in the State of Colorado.
**Please note - equipment provisioning and certain onboarding tasks will take place in person, in our downtown Denver office, on the first day of employment.**

Description of Job

What you'll be doing:


  • Analyzing business operations to determine inefficiencies to recommend process improvements to Office and Division Directors.
  • Influencing the use of project management and LEAN principles for effective and efficient program administration.
  • Coordinating legislative requests and fiscal notes pre and post legislative session. Ensuring responses are completed timely, reviewed for responsiveness, and are approved through the correct clearance chain.
  • Managing the Joint Budget Committee session, including ushering all JBC questions responses through the correct clearance, ensuring timely response, and assisting in preparing the Office’s written and oral presentation.
  • Managing the HCBS questions inbox and internal tracker, as well as other inquiries, questions, or comments that arise. Ensures the comment or question goes to the appropriate subject matter expert, and that the response is drafted, reviewed, and cleared.
  • Monitoring processes to report to internal and external stakeholders or other entities as needed.
  • Coordinating with SMEs to gather input and responses, edits and formats responses, move the response through clearance, and ensures it is submitted timely.
  • Providing assistance across the Division with administrative and organizational tasks.
  • Assisting with other new projects as needed, providing program/project management and administrative support, such as scheduling, facilitating, and taking notes during meetings. Drafting statements of work and ushering them through the procurement process and managing the executed contract. Assisting with legislative needs such as preparing for internal or external presentations on legislative priorities, drafting memos, or preparing reports.

MINIMUM QUALIFICATIONS:

Education and Experience:

Bachelor's degree from an accredited institution in Business, Communications, Political Science, Public Health, Public Administration, Legal Studies, Public Policy, or a field of study related to the work assignment AND two (2) years of professional experience in executive support, project management, legislative staffing/aid, public policy, customer service, stakeholder engagement, strategic planning, all of must be related to public health or healthcare.

Substitutions:

Additional appropriate experience will substitute for the degree requirement on a year-for-year basis.

Additional appropriate education will substitute for the required experience on a year-for-year basis.

Preferred Qualifications:

  • Experience in managing complex projects and workflows
  • Experience identifying areas for process improvement and designing and implementing needed changes
  • Experience in internal and external communications, with time spent working with diverse stakeholders
  • Strong technology-related experience, leveraging tools and platforms available to maximize efficiency and accuracy
  • Previous relevant professional state experience related to Home and Community-Based Services (HCBS), public policy, legislative policy

DEFINITION OF PROFESSIONAL EXPERIENCE: Work that involves exercising discretion, analytical skill, judgment, personal accountability, and responsibility for creating, developing, integrating, applying, and sharing an organized body of knowledge that characteristically is uniquely acquired through an intense education or training regimen at a recognized college or university; equivalent to the curriculum requirements for a bachelor's or higher degree with major study in or pertinent to the specialized field; and continuously studied to explore, extend, and use additional discoveries, interpretations, and application and to improve data, materials, equipment, applications and methods.

CONDITIONS OF EMPLOYMENT:
  • All positions at HCPF are security sensitive positions and require that the individuals undergo a criminal record background check as a condition of employment.
