Water Quality Operations Manager Job at WSSC Water

The Manager, Water Quality Operations is responsible for managing activities to ensure the production and distribution of safe water for the public while complying with regulations and achieving customer satisfaction. Areas of responsibility include: Safe Drinking Water Act (SDWA) and other state/local regulatory compliance, source water protection and assessment, response to stakeholder and customer inquiries on water quality issues, and proactive training on water quality issues.

Essential Functions

  • Supervises regulatory compliance operations that include: planning and operation of compliance monitoring programs, preparation and review of compliance reports, surveillance of SDWA compliance data, and response to issues that may impact compliance matters


  • Supervises water quality problem investigations and works with the appropriate staff to identify problems, solutions, preventive measures, and provides written and verbal responses to affected customers

  • Facilitates enterprise-wide programs to improve customer water quality, including lead service line inventory and replacement, field inspections, customer tap sampling, and notifications

  • Provides technical knowledge and recommendations to Water Quality Division Manager regarding policies, procedures, communications, and operational decisions on major water quality issues, including protection of public health, regulatory compliance, and long-term roadmap

  • Coordinates with external agencies such as EPA, MDE, and local governments when required to address compliance or non-compliance water quality issues

  • Conducts technical analysis of legislative and regulatory matters on any regulations or policies that impact water quality

  • Communicates water quality problems, public health impacts, remediation plans, and related laws/codes/regulations to the public in an effective, tactful and courteous manner

  • Develops SOPs related to compliance monitoring, reporting, and response to water quality alerts

  • Trains or coordinates training of employees to ensure continued compliance with water quality goals and standards, including onboarding training for new employees, routine proficiency and safety trainings and recordkeeping

  • Prepares new contracts and/or revises existing ones, reviews bids, recommends awarding of contracts, and serves as a Project Manager

  • Manages or administers contracts and task orders to support water quality operations; manages contract expenditures and monitors contractor performance

  • Recommends allocation of budgeted funds and requests approval for major expenditures, authorizes petty cash outlays and payment requests upon approval, and initiates field purchase orders

  • Supervises employees, including selecting or recommending selection, training, assigning and evaluating work, counseling, disciplining, and/or termination or recommending termination

  • Assists with preparing the annual fiscal budget reports and various financial monthly and annual reports

  • Drives a vehicle to conduct WSSC Water business


Other Functions
  • Participates in studies and investigations such as those related to source water protection, water supply, and water treatment; serves as a project team leader when required


  • Participates in the formulation and leads in the implementation of long-range plans for various water quality programs of significant importance to WSSC Water

  • Assists the Water Quality Division Manager as needed; may perform as Acting Division Manager in his/her absence

  • Performs other related duties as required

Required Knowledge, Skills, And Abilities
  • Extensive knowledge of water quality compliance operations in order to meet federal, state, or local laws and regulations on drinking water quality


  • Thorough understanding of lead in drinking water and related SDWA requirements, and ability to conduct risk assessments and relative communications

  • Experience handling multi-year, high-capital program management or service contracts

  • Thorough knowledge of theoretical principles, methods, and techniques in the fields of civil, chemical and environmental engineering

  • Thorough knowledge and understanding of source water protection and assessment, water treatment processes, water distribution, and laboratory analysis

  • Thorough knowledge of current and pending water quality legislation, federal, state and local laws and regulations governing water quality and environmental compliance

  • Knowledge and ability to process, interpret, and present large amounts of complex scientific data related to water quality functions

  • Ability to plan, assign, and coordinate multiple priorities

  • Ability to analyze complex technical problems, evaluate alternatives, and reach sound conclusions

  • Ability to develop and implement work standards and procedures; and understand and implement laws, regulations, policies and procedures

  • Ability to prepare and effectively present highly technical reports both verbally and in writing

  • Excellent interpersonal communication skills; demonstrated ability to communicate with customers in succinct and tactful manner

Minimum Education, Experience Requirements
  • Bachelor’s degree in biology, chemistry, environmental science, civil/environmental engineering, or related scientific discipline


  • 6+ years experience in water quality operations

  • 2+ years supervisory experience

OR
  • High school diploma or equivalent

  • 10+ years experience in water quality operations

  • 2+ years supervisory experience
