PCSI is looking for a Workforce Development Manager to support our east coast region! This position supports the Workforce Development Specialists in their work to recruit and accommodate people with disabilities and advise managers on how to best support their employees. The Workforce Development Manager works with a group of PCSI's contracts under the federal Ability One program to oversee recruiting plans and outreach, manage compliance with Ability One and SourceAmerica disability requirements, and ensure employees receive necessary accommodations.

This position is based out of Alexandria, VA and works a combination of in-office and remotely, with regular travel within Virginia as well as occasional travel to Michigan and West Virginia.

The ideal candidate will have demonstrated experience in disability documentation, case notes, and evaluations as well as experience working with a diverse workgroup, such as people with disabilities and veterans. We're looking for someone who is a team player and effective communicator who can manage multiple priorities. This position is critical to and heavily involved in PCSI's mission to enhance the lives of people with disabilities, so a passion for this mission is a must!

Benefits Include:

  • Base pay of $85,000-$98,000 depending upon experience.
  • Annual bonus of up to 8%.
  • 21 days of PTO per year, in addition to all federal holidays.

What You'll Do as Workforce Development Manager:

  • Responsible for the direct supervision and guidance of all workforce development and training personnel.
  • Serves as coach, mentor and positive role model to other workforce development staff.
  • Work to attract, identify, recruit, select and engage outstanding team members.
  • Create and monitor comprehensive outreach and recruitment plans; Sustain a consistent application pipeline for future openings.
  • Create and revise job announcements; determine job posting sites; post positions; and approve postings.
  • Attend and participate in job fairs, open houses, and website recruitment.
  • Manage staff to ensure proper disability documentation is maintained according to SourceAmerica regulations and candidates are evaluated based on requirements of the Ability One program.
  • Maintain disability documentation according to SourceAmerica regulations.
  • Identify opportunities for outreach, and represent and promote PCSI through external events and other opportunities.
  • Develop working relationships with human service organizations, social services groups and other non-profits; maintain relationships with counselors and referral sources.
  • Provide Disability Awareness Training for managers, supervisors, and staff on how to work with individuals with disabilities.
  • Consult and advise line managers on rehabilitation issues, accommodations, knowledge of diagnosis, etc.
  • Work with managers and referral sites to hire individuals with disabilities to ensure inclusion.
  • Advocate for employees that are experiencing problems affecting their job; work with manager, employee, social services and others involved in employee’s life.
  • Advise on accommodations that can be made for individuals with disabilities and inspect sites to ensure that individuals are being accommodated.
  • Maintain a working knowledge of Ticket to Work; working knowledge of Social Security, mental health, and various guidelines as well as information regarding new medications, reformed services and other related issues/services.

What You'll Need to Be Successful:

  • Bachelor’s degree in related field preferred or equivalent relevant work experience.
  • Minimum three (3) years of experience job development for people with various disabilities.
  • Minimum three (3) years of experience supervising/managing employees including coaching to develop skills or resolve conflicts.
  • Minimum two (2) years of experience in community outreach, preferably in a non-profit setting.
  • May need to have the ability to legally drive a company vehicle.

Knowledge, Skills and Abilities:

  • Knowledge of the AbilityOne and SourceAmerica guidelines strongly preferred.
  • High level of integrity and confidentiality is required.
  • Demonstrated ability to work as a team member.
  • Ability to expertly communicate both orally and in written format.
  • Must have high level of interpersonal skills to handle sensitive and confidential situations. Position continually requires demonstrated poise, tact and diplomacy.
  • High attention to detail and impeccable organizational skills.
  • Operation of windows applications, MS Word, MS Excel, etc., and related applications.

Other Requirements:

  • Ability to pass criminal, drug, financial, and driving screening.
  • Ability to remain in a stationary position regularly, up to 85% of the time.
  • Occasionally move about inside the office to access file cabinets, office machinery, etc. and carry office materials and supplies up to 20 pounds.
  • Constantly operates a computer and other office productivity machinery, such as calculator, phone, fax, copier, etc. and a personal computer.
  • Ability to exchange accurate information in person and over the phone.
  • Primarily works indoors.
  • Travel may be required, up to 45%.
