ESSENTIAL FUNCTIONS AND PURPOSE (Job Description)
Coordinate with stakeholders across multiple organizations to manage advance planning projects and planning product development to include ship checks, work specifications and engineering analyses. Manage schedule development, resource loading, ensure workload forecasting and manpower are aligned with company goals and capabilities. Direct and oversee accomplishment of all make/buy analyses, bid estimates, change orders and ongoing price proposals. Ensure that all bid estimates represent a competitive and reasonable cost to accomplish the work specified and include all labor, materials, services and subcontractor costs required. Coordinates and oversees activities of professional, technical, and administrative personnel within the Planning Department, interprets and administers departmental policy and provides technical guidance to staff.

POSITION DEMANDS (Education/Training)
Typically has a BA/BS in a related field of study plus two (2) years directly related experience, or AA/AS plus four (4) years directly related experience, or eight (8) years’ directly related experience.

POSITION DEMANDS (Required Experience) Must possess knowledge of ship repair, overhaul and modernization processes and procedures and Work Breakdown Structure (WBS) philosophy. Must possess expert knowledge of 4E specifications. Must be proficient with Navy Maintenance Database (NMD). Must have the ability to supervise professional, technical, and administrative personnel. Requires the ability to think clearly under the pressure of time deadlines or negotiations. Must be familiar with working in a naval-ship-work-environment and be able to work aboard marine vessels, climb ladders, work in tanks and confined spaces, and wear personal protective equipment. Must be familiar with Planning, Scheduling, Estimating, and Contractual methods and processes in a Government environment. Must possess expert ability to effectively communicate with other disciplines, groups and customers to resolve conflicts. Must possess the ability to read drawings, blueprints, standard items, and specifications of work items. Must be technically proficient in the use of Microsoft Office products. Should be familiar with Project Management methodologies and processes. Technical conflict resolution between Estimating, Scheduling, Production, Contracts, and support departments. Development, application, and analysis of performance measures. Performance trend, budget, and resource capacity analysis including recommendations, and implementation plans. Management and training of staffs comprised of diverse support personnel.

WORKING RELATIONSHIPS
Reports to the Deputy Program Manager for duties and assignments. Receive direct reports from Planners, Estimators, Schedulers, and administrative personnel. Coordinate efforts and collaborate with geographically dispersed Estimating, Scheduling, Contracts, Business Development, IT, Finance, and Production Managers. External contacts maintained with Puget Sound Naval Shipyard and Intermediate Maintenance Facility (PSNS&IMF), Port Engineers, U.S. Navy, Department of Homeland Security Coast Guard (DHSCG), Military Sealift Command (MSC) and civilian ship owners.

PRINCIPAL RESPONSIBILITIES Oversee and manage the development and status of work items (4E specifications). Manage the development and maintenance of planning deliverables. Interface with project managers and production trade disciplines as required supporting work item development, planning milestone schedule development, and status of work item execution. Responsible for process control, coordination and tracking of the planning of repair items and Ship Alterations, Vessel Work Packages and Change Orders for Program Office based on review of technical documents and on-site surveys. Prepare daily/weekly-planning reports for all work including daily plan of the day, items in planning, items in government review, items in negotiations, and items waiting authorization. Develop special analyses and project summaries to support requests of Program Management. Manage the bid estimating process so bid estimates represent an efficient production process, NASSCO work standards, competitive process for subcontractors and material and advantageous split between in-house work and subcontracting. Perform cost analyses, make-or-buy studies, man-hour rationales and analyses of historical cost data, value-engineered studies, direct labor budget reports and material budget reports in support of the estimating process. Present the bid estimates to senior management for approval. Prepare the bid and cost proposals for submittal. Manage the estimating process for the preparation of cost estimates for change orders. Assure all price proposals are developed in accordance with the contract, NASSCO policies and all applicable laws. Project long lead time material requirements for each availability using known work requirements, history and knowledge of typically problematic and long-lead materials. Develop and maintain professional relationships with PSNS&IMF, Port Engineers, Teaming Partners, and other customers to facilitate release of work, contractual issues, execution of work, and management of Condition Found Report/Request for Contract Change (CFR/RCC) processes. Manage resolution of internal and external departmental issues, including logistic, personnel, and prioritization conflicts. Ensure NMD and NASSCO information systems are synchronized. Ensure timely processing estimate development cycle times and Requests for Contract Change (RCCs) proposal Manage work acceptance and risk analysis processes to ensure project requirements are within company capabilities and coordinate with the customer in properly phasing work to ship schedules Oversee building of project schedules and negotiate milestones with internal and external stakeholders. Coordinate with customer and NASSCO project personnel in developing execution strategies. Manage configuration control to ISO standards through Planning and Engineering processes. Determine resource requirements for project planning, manage associated cost and budgets.

ACCOUNTABILITY
Responsible to the Planning & Engineering Director for all aspects of planning and for assisting other department managers in planning functions.

Regular, reliable attendance on-site is an essential function of the job. Must be willing to travel and have reliable transportation. Must be able to access all government work locations/vessels. Must have reliable record of attendance and punctuality and be available for overtime as required. Must be able to physically transit all areas of the facility. Regularly required to sit, use hands and fingers, handle or feel objects or controls, and to talk and hear. Must have good eye/hand coordination. The noise level in the work environment is usually moderate. Must be familiar with working in a naval-ship-work-environment and be able to go aboard marine vessels and the dry dock, climb ladders, work in tanks and confined spaces, and wear personal protective equipment. These areas can be dirty, dusty, hot or cold, and noisy.

Pay Range: $110,840 - $143,440 Annually

The pay range for this job level is a general guideline only and not a guarantee of compensation or salary. Additional factors considered in extending an offer include (but are not limited to) responsibilities of the job, education, experience, knowledge, skills, and abilities, as well as internal equity.
