ABOUT THE DEPARTMENT

The Public Works Department is responsible for construction and maintenance of County roads and airports and for supervising several permanent road divisions that maintain private roads on behalf of the citizens in those districts. The department employs architects and engineers who prepare construction plans as well as supervise construction of these facilities. The department also acts as the County's surveyor and processes subdivision and survey maps. It administers the County's solid waste management functions and acts as administrative staff for the County Regional Transportation Planning Agency. The department also manages the County water agency.

In addition, the Public Works Department oversees the operation and maintenance of several County service areas. These County service areas include both water and sewer districts along with road, lighting, and flood maintenance districts.

The Roads Department, part of the Public Works Department, is responsible for maintaining about 1,200 miles of County roadways. The budget unit for Roads is funded solely from federal and state sources.

ABOUT THE POSITION

Under supervision, to perform a variety of semi-skilled, unskilled and manual tasks in the maintenance of County roads, traffic control signs and pavement markings, tree trimming, and related areas and structures; to operate trucks and other maintenance equipment; and to perform related work as required.

The applicant filling this position will be working in Fall River Mills, California and must possess a valid Class A California driver license.

Extra help positions are hourly employees that may work up to 900 hours in a fiscal year (July 1-June 30). Benefits are not included.

DISTINGUISHING CHARACTERISTICS

This is the entry level class for the Road Maintenance Worker series. Incumbents of positions in this class normally perform a variety of semi-skilled and unskilled maintenance tasks in road maintenance or traffic control, and operate the smaller and simpler trucks and snow removal equipment.

EXAMPLES OF ESSENTIAL DUTIES

Clears brush and undergrowth and cleans culverts and ditches; operates chain saw to cut and remove fallen trees and other debris from roadways; assists in resurfacing, oiling and patching roads; loads and unloads gravel, dirt, timber, pipe and other maintenance materials; operates and may perform minor field maintenance, repair and adjustment to trucks and snow removal equipment of less than three axles; assembles, repairs and installs traffic control signs; may act as a flag person; may be required to operate heavier pieces of equipment normally associated with higher levels in the class series on a temporary, emergency or relief basis for training purposes.

TYPICAL QUALIFICATIONS

Any combination of education and experience sufficient to directly demonstrate possession and application of the following:

Knowledge of:
Basic methods, materials, safety practices and tools used in road maintenance and road traffic control; operation and preventive maintenance of trucks.

Ability to:
Understand oral and written instructions; perform a variety of manual tasks and operate road maintenance and traffic control equipment; demonstrate strength, agility and endurance; keep simple records; work cooperatively with others.

These knowledges and abilities are typically attained with one year of work experience
preferably involving construction work and/or the operation of trucks and equipment common to the construction and maintenance field.

The noise level in the work environment is usually loud.

THESE BENEFITS DO NOT APPLY TO EXTRA HELP EMPLOYEES

Holidays:
12 paid holidays (96 hours) per year.

Vacation:
10 working days a year during the first three years of service; 15 working days a year - 4 through 9 years of service; 17 working days a year - 10 through 15 years of service; 20 working days a year - 16 or more years of service. Note - accrued vacation leave may not be used until after six months of employment. For purposes of vacation accrual, a working day is no more than 8 hours.

Sick Leave:
96 hours of sick leave are earned each year with no maximum accrual. Employees terminating in good standing after completion of 5 years of continuous service will receive a pro-rata payoff of accumulated sick leave. Unused sick leave may be converted to PERS service credit upon retirement. Note - accrued sick leave may not be used until after three months of employment. Accrued paid leave benefits are used in conjunction with FMLA/CFRA as appropriate.

Bereavement:
Maximum of 24 hours for each non-concurrent death in the immediate family.

Health Plan:
Shasta County contracts with PERS for medical insurance and has an alternative Blue Cross plan. Employees in the Teamsters bargaining unit are insured through a Teamsters Trust plan. Depending on the plan selected, the County pays most, or all, of the employee premium, and contributes a portion of the dependent premium. Contributions are made for a portion of a retiree's insurance premium.

Dental Plan:
The County pays a portion of the employee's and dependents' premium for dental insurance. The employee pays the full premium during the first six months of coverage.

Vision Plan:
The County pays the employee premium and employees may enroll dependents at their own expense.

Life Insurance:
The County pays the premium for life insurance for most employees. The amount of coverage varies by bargaining unit.

Retirement:
The County is in the Public Employees' Retirement System (CalPERS) coordinated with Social Security. Members hired prior to May 8, 2011 are covered under the retirement formula of 2% @ 55 benefit. Members hired after May 8, 2011 but before January 1, 2013 are covered under the retirement formula of 2% @ 60 benefit. Members hired after January 1, 2013 are covered under the California Public Employees Pension Reform Act (PEPRA) with a benefit formula of 2% @ 62. Please review the specific MOU for stipulated retirement formulas.

Employees pay 7.75% of his or her salary, on a pre-tax basis for a period of time as specified in his or her labor contact, or Personnel Rules as appropriate.

Miscellaneous:

  • Deferred Compensation plans available through specified companies.

  • IRC Section 125 plan available for pre-tax payroll deductions for contributions towards un-reimbursed medical expenses and dependent care.

  • Optional insurance products are available.
