Description of Job

The Program
The Prevention Services Division (PSD) works with public and private partners across Colorado to improve the health of all Coloradans. Division professionals develop, review, implement, and evaluate public health interventions proven to promote healthy living, prevent chronic disease, protect against injury, improve maternal and child health, and ensure access to health care and opportunities for a healthy lifestyle. The Division works to establish integrative, cross-cutting approaches within the Division's programs that leverage human and financial resources and produces the most effective public health prevention programs in the nation. The Division is committed to the professional development, collaborative effort, and sustained wellness of its workforce.


The Epidemiology and Evaluation Branch provides epidemiological, surveillance, and evaluation support to the Violence and Injury Prevention-Mental Health Promotion (VIP-MHP) Branch and the Office of Suicide Prevention in the Prevention Services Division. Branch team members collaborate with program staff and communities to make data accessible, meaningful, equitable, and actionable. The teams of the branch believe in a data-to-action approach that informs knowledge of risk and protective factors. The branch centers on equity and social justice, and guides decision-making to improve resilience and health outcomes for all Coloradans.

The Position

This position will be responsible for conducting evaluations for programs related to suicide prevention, mental health promotion, and violence/injury prevention. This position focuses on coordinating, guiding, and aligning program evaluations related to suicide prevention. This position ensures that the objectives and methods for suicide prevention program evaluations are aligned, complementary, and non-duplicative.

In conducting this evaluation work, this position provides assistance to programs in:
  • defining goals and objectives
  • guides stakeholders/partners and other evaluators in determining the focus for evaluations
  • selects qualitative or quantitive methods to answer prioritized evaluation questions
  • assesses the statistical reliability and validity of potential measurement instruments or data sources and/or designs new instruments or data collection tools as needed
  • performs analysis of evaluation data

This position employs qualitative research methods, such as focus groups or key informant interviews, and uses appropriate analytical methods to code and analyze qualitative data sets while collaborating with program staff, multiple evaluation stakeholders, and partners to negotiate and document evaluation timelines, goals, and methods.

This position prepares evaluation reports, discusses findings with stakeholders/partners, and interprets findings for programs to use evaluation data for program improvement, ensuring continuous quality improvement.

This position will be responsible for using existing data sources for conducting primary data collection to measure short-term, intermediate-term, and long-term outcomes.
This position will create and execute analysis plans using multiple data sources and will be responsible for reporting required evaluation indicators and performance metrics to the federal funding agencies.

The person in this position must have significant data analysis and evaluation experience, including experience using statistical software.

Minimum Qualifications, Substitutions, Conditions of Employment & Appeal Rights

Must meet one of the following or any combination of experience/education to meet the qualifications:

  • Six (6) years of professional experience in suicide prevention, substance misuse, violence prevention, or injury prevention evaluation planning and implementation.

OR

  • Graduation from an accredited college or university in public health, psychology, sociology, social work, evaluation or a closely-related field

AND

  • Two (2) years of professional experience in suicide prevention, substance misuse, violence prevention, or injury prevention evaluation planning and implementation.
Substitutions:

  • A master's or doctorate degree in public health, psychology, sociology, social work, evaluation, or a closely-related field may substitute for the required experience on a year-for-year basis.

Preferred Qualifications:
The preferred qualifications that are highly desirable for this position and will be considered in selecting the successful candidate include:
  • Master's degree in public health, social work, evaluation or related field
  • Experience in community engagement as part of evaluation planning, implementation, data collection, and data interpretation
  • Experience in evaluating policy, systems or environmental change strategies
  • Experience providing technical assistance to others regarding evaluation, data collection, and data interpretation
  • Experience in analyzing qualitative and/or quantitative data
Con ditions of Employment:
  • Pursuant to CDPHE policy, a background check is required for all positions at CDPHE.
  • Must be able and willing to travel independently up to 5% of the time. Overnight may be required for both in-state and out-of-state trips.
