Center for Human Development, Inc. is seeking a full-time Public Health Tobacco Prevention and Education Program Coordinator. This position will convene, coordinate and attend meetings, create and manage agendas. Duties will also include project management activities, health promotion and social marketing, community coalition building, health education, policy analysis and implementation. This position will require attendance at trainings and in-state meetings as well as management of program expenditures within a given budget.


The Requirements:

  • High school diploma or GED and experience coordinating health promotion activities on the local level.
  • Experience in coordination of delivery of health promotion, coordination of implementation of primary prevention projects, and development of community coalitions.
  • Ability to work well with others from a variety of disciplines, and conflict management skills.
  • Must demonstrate critical thinking, respond flexibly to changing needs, provide leadership to create key values and shared vision, apply effective problem-solving skills, balance multiple priorities, and the ability to use sound judgment in responding to client issues and concerns.
  • Strong verbal and written communication skills, including active listening, emotional intelligence.
  • Ability to interact in an empathetic and nonjudgmental manner with culturally diverse populations and persons experiencing a wide range of social conditions.
  • Ability to work effectively and respectfully with all levels of staff, establishing and maintaining collaborative professional relationships.
  • Ability to use discretion, maintain confidentiality, and practice ethical conduct.
  • Willingness to learn and engage in conversations about drug use, prevention, harm reduction, and risk.
  • Proficiency with MS Office 365 (i.e., Outlook, Word, Excel).
  • Proficiency with use of computers (desktop, laptop, tablet).
  • Must possess a valid Oregon Driver’s license and be insurable for client service purposes, travel between business offices, and to attend required meeting and/or trainings.
  • Must pass all criminal history check requirements as required by ORS 181.536-181.537 and in accordance with OAR 407-007-0200-407-007-0370 and drug screening.

Essential Job Functions:

  • Serve as primary point of contact for state Tobacco Prevention and Education Program (TPEP).
  • Develop biennial work plan and budget according to state program requirements and participate in periodic reporting calls.
  • Participate in state and local health equity trainings, committees, and implement practices advancing health equity where possible.
  • Attend and participate in applicable program calls, webinars, meetings and trainings; including New Coordinator Orientation provided by state staff.
  • Work with local agencies to establish and implement tobacco free properties, systems of screening and referral to cessation services, workplace wellness initiatives, and other tobacco control measures.
  • Participate in local coalitions and work groups that are relevant to advancing the local TPEP work plan .
  • Promote and make available information about Oregon Tobacco Quit Line and other recovery resources.
  • Work with state program staff and the Public Health Director to enforce the Indoor Clean Air Act (ICAA) within Union County by responding to complaints promptly and fully as directed by the Oregon Indoor Clean Air Act Toolkit and the Workplace Exposure Monitoring System (WEMS) website.
  • Maintain accurate records and necessary paperwork.
  • Educate about, and strive to reduce, disparities in the burden of tobacco by focusing on policy, systems, and environmental strategies for tobacco control.
  • Work in coordination with CHD Community Relations Director to utilize earned media, social media and CHD website to communicate information about tobacco prevention to the public.
