Position Function/Purpose:

Responsible for the daily management, supervision, coordination of maintenance departments in School Plant Services for all buildings in Midland ISD. Facilitate the efficient operation of the department of School Plant Services. Maintain and oversee budgets for Maintenance and Energy Management.


MAJOR RESPONSIBILITIES:

The Director of Maintenance shall organize and direct efforts toward planning and administering the district energy management program and facility maintenance.

Personnel Management and Administration and Fiscal/Facilities Management:

  • Conducts oneself in an appropriate manner as a representative of Midland ISD, demonstrates ethical behavior.
  • Use effective people skills to communicate, both oral and written.
  • Plan and supervise the maintenance and care of all buildings for the school system.
  • Supervise the recruitment, employment, and transfer of maintenance mechanical personnel.
  • Manages all maintenance personnel (e.g. recruitment, hiring recommendations, interviewing, training, evaluations, etc.) for the purpose of maximizing the efficiency of the work force and meeting operational requirements.
  • Oversee the planning, implementation, and educational awareness of the total District Energy Management Plan.
  • Organize and supervise the work of technicians, laborers, and other maintenance classifications of skilled and semi-skilled craftsmen and workers.
  • Plans and directs the work activities of maintenance personnel for the purpose of ensuring that the department functions in a safe and efficient manner.
  • Prepare the budget for all operations within the maintenance and energy management department
  • Manage maintenance budgets and forecast spending for the purpose of ensuring that allocations are in compliance and within budgetary limits.
  • Plan and direct in-service training programs designed to improve the competency of each employee.
  • Participates in various meetings (e.g. construction progress meetings, site locations, performs inspections, etc.) for the purpose of communicating and/or gathering information required to develop bid specifications, resolving problems, and/or implementing alternative solutions.
  • Conduct a continuous evaluation of operational methods and procedures which will permit the department to fulfill its service responsibilities to the local school unit.
  • Survey current building conditions, gather data, recommend, and implement renovations, new programs, and procedures of application as system development and budget allow.
  • Conduct periodic inspection of the school system's buildings.
  • Develop long-range master plans for school plant maintenance requirements with special attention given to the following: HVAC, Plumbing, Electrical, Door and Lock, EMS, Fire Alarm and PM.
  • Serve as a professional resource staff person for the school plant services department.
  • Responds to emergencies, may be required to be available on 24-hour call, for the purpose of determining and implementing appropriate actions required for resolving the situation.
  • Position supervises professional, technical and clerical staff.
  • Collaborates with utility companies, acting as point of contact for all issues related to the energy consumption of the district for the purpose of gathering information to compare pricing structure, etc. and in order to acquire and analyze district utility bills for accuracy, trends, and opportunities.
  • Develops, establishes, and implements policies, plans and programs (e.g. District energy policy, energy management plans at district and school level, energy efficiency goals, etc.) for the purpose of reducing energy consumption and achieving strategic goals.
  • Performs other duties as assigned by the Chief of Administrative Services.

QUALIFICATION REQUIREMENTS:


Minimum Education/Certification:


High School diploma or equivalent

10 years in management and supervision, with a background in bookkeeping, maintenance and grounds


Special Knowledge/Skills:


Demonstrated ability to organize and direct an effective program relative to maintenance

Ability to communicate effectively, both orally and in writing

Ability to work well with a diverse population

Ability to work independently

Knowledge is required to perform basic math; including calculations using fractions, percentages


Ability to compose a variety of documents, and or facilitate group discussions; and analyze situation to define issues and draw conclusions

Supervisory, leadership and decision making qualities are essential.
