Achieves staffing objectives by sourcing, identifying, evaluating and engaging qualified candidates utilizing tools and programs designed to attract talent across the organization. Manages the full-cycle recruitment process in a fast paced, high volume environment. Manages multiple candidates at varying stages of the recruitment process simultaneously, while providing and exceptional candidate experience.

MINIMUM QUALIFICATIONS :

EDUCATION, CERTIFICATION, AND/OR LICENSURE:

1. Master’s degree in Human Resources, Business Administration or Industrial Relations AND one year of professional HR specializing in recruitment.

2. OR Bachelor’s degree in Human Resources, Business Administration, Industrial Relations or other related field AND two years of professional HR specializing in Recruitment

3. OR Associates degree in Human Resources, Business Administration, Industrial Relations or other related field AND four years of professional HR experience

4. OR High School Diploma or equivalent AND 10 years of HR experience specializing in recruitment

PREFERRED QUALIFICATIONS :

EDUCATION, CERTIFICATION, AND/OR LICENSURE :

1. Professional Human Resources (PHR) or Senior Professional in Human Resources (SPHR) certification and/or SHRM-CP or SHRM-SCP certification

2. LinkedIn Recruiter certification desired

EXPERIENCE:

1. Recent recruitment experience in healthcare setting preferred

1. Performs activities related to the recruitment of qualified staff for assigned areas of recruitment in accordance with the values, goals, and objectives of UHC and WVUHS and within Federal and State Regulatory guidelines

2. Develops and implements effective short and long tern recruitment plans to assure the availability of competent staff in coordination with management for appropriate department(s)

3. Reviews applications and resumes and utilizes assessments and selection tools to assess candidate qualifications according to job description and departmental requirements

4. Proactively sources to improve candidate pools and utilizes a wide variety of sourcing techniques to establish quality applicants

5. Conducts candidate screens and interviews utilizing behavioral interview process

6. Compiles reports and analyzes statistical data including turnover, vacancy rate and selection processes that support recruiting levels

7. Participates in and coordinates career events with educational institutions and appropriate organizations to maintain a positive hospital image, promoting UHC/WVU Medicine as an employer of choice

8. Coordinates candidate interviews, maintains schedules and communicates with hiring manager to ensure timely follow up to candidates

9. Coordinates hiring process and scheduling for new employees collaborates with recruitment support assuring completion of required employment documents including physical/drug screen, CBI, references, etc.

10. Utilize Recruitment data and analyses to define outcomes and actions for managers, Sr. Leaders and HR in order to improve retention, vacancy and turnover rates.

11. Monitors position control, working with hiring manager as needed, to verify correct filling of assigned positions and adjusting staffing changes to vacancy/turnover report as they occur.

12. Partners with BP and with management to develop, maintain, and implement recruitment plans for assigned area of responsibility

13. Develops and maintains positive professional relationships with educational institutions and placement offices as a source to generate qualified candidates

14. Consistently follows nondiscriminatory practices within recruitment process

15. Works with BP to provide input to benefit and compensation areas related to recruitment trends and market sensitivity of specific positions

16. Determines salary recommendations for new and transferring employees following the established compensation guidelines

17. Consults with BP and shares recruitment expertise and knowledge to enhance selection process and compensation determination

18. Assist the ERC and or BP with maintenance of established employee incentive programs and or sign on bonuses for assigned areas of recruitment

19. Visits, on a regular basis, business units/departments of newly hired employees to foster open communication, assess employee engagement, identify potential concerns and provide feedback in a timely manner to the department head and Director of HR

20. Actively participates in departmental and functional meetings and activities
